HomeMy WebLinkAbout1981-03-17; City Council; Resolution 64731 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 6473 A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA REGARDING THE RESTORATION OF OCEANSIDE AND OTHER NORTH SAN DIEGO COUNTY BEACHES. WHEREAS, the erosion of beaches is a regional problem affecting all beaches in North San Diego County from Oceanside to La Jolla; and WHEREAS, the problem is currently most severe on the beaches within the City of Oceanside; and WHEREAS, the best available engineering and scientific evidence indicates that a primary cause of the erosion problem is the federal government's construction of the Marine Corps' Del Mar Boat Basin and appurtenant ocean structures; and WHEREAS, the federal government has acknowledged and accepted responsibility for correcting said problem; and WHEREAS, interim short-term solutions to the erosion problem such as the current effort involving the dredging of Oceanside Harbor and placing the dredged material on the beaches are neither effective, nor cost efficient; and WHEREAS, a truly effective permanent solution to the regional beach erosion problem requires immediate stabilization of the Oceanside beaches coupled with the prompt installation of a permanent sand bypass system which will transport sand from north of the Del Mar Boat Basin to the beaches of Oceanside and cities to the south; and WHEREAS, the Army Corps of Engineers has prepared a Survey Report dated September, 1980, studying the beach erosion problem and proposing four alternative solutions; 1 2 3 4 5 6 7 e 9 1c 11 12 12 14 1: 1E 17 If 1s 2c 21 22 22 24 2E 2E 27 2E NOW, THEREFORE, BE IT RESOLVED by the City Council of the 5ty of Carlsbad that: 1. The Corps of Engineers be encouraged to promptly design, 2onstruct and put into operation an effective, permanent sand Dypass system which will transport sand from north of the Del dar Boat Basin to the beaches of Oceanside and cities to the south. 2. The system constructed be designed to restore to the Eullest extent possible, the natural flow of sand to the beaches 3f North San Diego County to alleviate the regional beach erosion ?roblems. 3. The Corps of Engineers be urged to act immediately to stablize Oceanside's beaches to prevent further destruction of public and private property in Oceanside and communities to the south of Oceanside. 4. The City Council believes the preferred solution would be a permanent sand bypass system to restore the natural sand novement along the coast. Other measures suggested in the Survey Report such as offshore breakwater, do not seem to offer a satisfactory solution to the problem, 5. If a permanent sand bypass system does not resolve the total problem, the City Council recognizes that future structures may be required, not only in Oceanside but also in Carlsbad and southerly. 6.
