RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFOR.NIA, AMENDING
THE CLASSIFICATION AND MANAGEMENT SALARY
FICATION OF COMMUNITY REDEVELOPMENT
MANAGER, AND DELETE THE CLASSIFICATION
OF HOUSING AND REDEVELOPMENT DIRECTOR.
PLANS OF THE CITY TO INCLUDE THE CLASSI-
WHEREAS, the City Manager recommends and the City Council
concurs with the addition of the position title of Community Rede-
i7eloypnentManager and the deletion of the position title of Housing
and Redevelopment Director from the classification and Management
Compensation Plans is necessary;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That Resolution 6565 be amended by the deletion of the
position of Housing and Redevelopment Director and the addition
of the position of Community Redevelopmt Manager as set forth in
Attachment A, attached hereto.
3. That the Management Compensation Plan is amended by the
deletion of the position of Housing and Redevelopment Director and
the addition of the position of Community Redevelopment Manager
as set forth in Attachment B, attached hereto.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
City Council on the 2nd day of February , 1982, by the follow-
ing vote, to wit:

COMMUNITY REDEVELOPMENT MANAGER
DEFINITION
Under general direction of the directorl of Building, Housing, and Redevelop- ment to plan, supervise, and coordinate a variety of redevelopment
programs; to provide administrative and technical staff assistance; to
be responsible for specific programs and services; and to do related
work as assigned.
EXAMPLES OF DUTIES
Plan, direct, supervise, coordinate, and participate in redevelopment
program activities including land appraisal and acquisition, developer contracts, land sales contracts, demolition, relocation and project
feasibility and economic analysis.
Serve as staff to the City Council, Planning Commission, Redevelopment
Agency, and other commissions and committees in redevelopment matters,
including the preparation and presentation of complex reports and
recommendations.
Respond to difficult citizen complaints and requests for information,
Represents and acts for the Director of Building, Housing, and Redevelopment inthe budget process and assists in the preparation and
administration of the Redevelopment budget.
Prepares reports and written correspondence.
Develop recommended criteria, approaches, policy, and administrative decisions for specific city programs.
Design and implement systems and forms for use in operation,
Coordinate programs with other city departments and interdepartment divisions, and with outside agencies.
Interpret applicable laws, regulations, and policies.
Supervise and participate in the conduct of complex studies related to the redevelopment program.
Supervise, train, and evaluate assigned staff..
QUALIFICATIONS
Knowledge of:
Principles, practices, and methods of public administration
budgeting, purchasing, and personnel management.
Federal, state, and local laws and regulations pertaining to community redevelopment programs.

Financial procedures and regulations pertaining to loan manage-
ment, real estate, and property improvements.
Grant development methods and techniques.
Ability to:
Effectively plan, direct, coordinate, and review community
development programs.
Properly interpret relevant legislation and make decisions in accordance with laws, regulations, and policies.
Establish and maintain cooperative relationships with city officials, employees, the general public, and representatives of other agencies.
Communicate clearly and concisely, orally and in writing.
Collect and analyze data and develop complex plans and reports.
Negotiate with property owners, private developers, and investors.
Supervise, train, and evaluate assigned staff.
Experience and Education
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
Three years of progressively responsible experience in
the administration of housing, community development or
redevelopment programs, including one year of supervisory
experience.
Education
Equivalent to a bachelor's degree from an accredited
college or university with major work in planning, public administration, community development, urban design, or
related field. A master's degree in public or business administration or a related field is desirable,
