RESOLUTION NO. 6784
A RESOLUTION OF THE CITY COUNCIL OF 'ME CITY OF CARISM STRONGLY OPPOSING THE $166 NILLION RATE LNCREASE GRANTED To THE SAN DUEGO GAS & EECX'RIC CDMPANY BY 'ME PUBLIC UTILITIES CWSSION .
THE CITY COUNCIL OF ?HE CITY OF CARISBAD, CALICFORNIA, DOES HEREBY RESOLVE AS

WHEREllS, the San Diego Gas & Electric Company rate charges are arzhong the
WHEREAS , the commer, including the Cigy of Carlsbad, in spite of
highest in the nation; and
sincere and successful attempts at energy conservation, has been forced to bear the burden of rate increases; and
WHEREAS, the Public Utilities Cananission has just granted the San Diego
Gas & Electric Company a $166 million rate increase in spite of 1981 profit increases.
Carlsbad strangly opposes this rate increase and calls imnediately for hearings by the appropriate agencies to accamplish the follcRJing:
NCN, THEREFORE, BE IT RESOLVED THAT the City Council of the City of
1. An hdiate investigation of the $166 million rate increase granted to San Diego Gas & Electric Campany.
2. An investigation conducted into the rate-makjng structure and procedures for quasi-Nlic utilities.
3. In the event that there is no action on the part of the San Diego Gas &Electric Camparry to relieve the plight of the consumer, the City Council of the City of Carlsbad, on behalf of its citizens, requests that the Public Utilities Cmrdssion hdiately investigate management alternatives for the operation of the utility.
4. this situatia, that the Legislature of the State of California form an independent cdssionwhichwould investigate the policies and procedures of the Public Utilities Comnissicm regarding rate setting and management alternatives for the San Diego Gas & Electric Company.
Should the Public Utilities Conmission be unable to address
