HomeMy WebLinkAbout1982-04-13; City Council; Resolution 68441 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 6844 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND THE MISCELLANEOUS SALARY PLAN OF THE CITY TO INCLUDE THE CLASSIFICATIONS OF WORD PROCESSING OPERA- TOR I AND 11, OFFICE SUPERVISOR, AND THE MANAGEMENT COMPENSATION PLAN TO INCLUDE THE CLASSIFICATION OF EXECUTIVE ASSISTANT. WHEREAS, the City Manager recommends and the City Counc 1 :oncurs, that the classifications of Word Processing Operator I 2nd 11, Office Supervisor, and Executive Assistant should be included in the city's Classification and Salary Plans. NOW, THEREFORE, BE IT RESOLVED by the City Council of the 3ity of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Yanager to add the classifications of Word Processing Operator I snd 11, as described in Attachment A; Office Supervisor, as described in Attachment B; and Executive Assistant as described in Attachment C, attached hereto and made a part thereof. 3. DISTINGUISHING CHARACTERISTICS Routine use of word processing equipment and procedures is the primary distinguishing characteristic between these classes and the Clerk Typist I, I1 and Steno Clerk I, I1 classes. Positions requir- ing only occasional use of word processing equipment are not included in this class. Word Processing Operator I This is the entrance level for employees who are required to have minimal skills in operating word processing equipment, but no previous experience. Employees in this class normally work under continuous supervision performing a group of repetitive or closeJ.y related duties according to established procedures. Generally work is observed and reviewed both during its performance and upon completion, and changes in procedure or exceptions to rules are explained as they arise. Word Processing Operators I are normally considered to be on a training status, As assigned responsibility and breadth of knowledge increase through successful job performance, skill development, and experience, incumbents nay reasonably expect their positions to be reassigned to the next higher class of Word Processing Operator 11. Under this training concept, positions assigned to the class of Word Processing Operator I1 which become vacant may reasonably be filled at the Word Processing Operator I level. Word Processing Operator I1 Positions in this class are normally filled by advancement from the lower grade of Word Processing Operator I or when filled from the outside, require prior experience operating word processing equip- ment. A Word Processing Operator I1 works under general supervision and is expected to extensively use a variety of word processing functions including organization and revision of copy, and combina- tion of variables, requiring only occasional instruction or assistance. Adequate performance at this level requires the knowledge of depart- mental procedures and the ability to choose among a limited number of alternatives in solving routine problems and setting priorities. A Word Processing Operator I1 is expected to work productively even in the absence of supervision. EXAMPLES OF DUTIES Operate word processing typing and composing equipment t0 produce rough and final copy of correspondence, minutes, reports, forms, Word Processing Oper @ or tables, charts, manuals, dictated by city staff. I and I1 cont. and other printed material written or Performs coding or programming operations to transfer, merge, justify margins, search for specific items and skip items. Make amendments or corrections to copy. Maintains accurate files and logs of stored material. Reviews accuracy of final copy. Maintains security of confidential information. May train other employees on word processing equipment. Answer the telephone and wait on the general public, giving infor- mation as required. Sort and file documents and records according to predetermined classifications, maintaining alphabetical, index, and cross reference files. Perform assorted duties as assigned including xeroxing and mailings, Prepare simple statistical reports. Understand and carry out oral and written directions. Work cooperatively with others. Learn a variety of technical procedures. Type at a speed of 50 words per minute from clear copy. Word Processing Operator I1 Abilitv to: Perform routine clerical work. Operate complex office equipment. Understand and carry out oral and written directions. Work cooperatively with others. Learn a variety of technical procedures. Extensively organize and revise copy. Type at a speed of 60 words per minute from clear copy. Word Processing Operator I Experience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be one year of experience performing clerical duties or comple- tion of a recognized course in the operation of word processing equipment. Word 'processing experience is highly desirable. Word Processing Operator I1 Experience and Education Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be one year of experience operating word processing equipment and two years of experience performing clerical duties. Attachment B 0 Resolution No. 6844 OFFICE SUPERVISOR DEFINITION Under general supervision, to supervise and participate in the completion of skilled clerical work such as word processing, filing, and public contact; to provide administrative assistance in assembling, compiling, and summarizing information for departmental reports and projects; and to do related work as required. DISTINGUISHING CHARACTERISTICS Encumbents of this class perform a variety of complex secretarial, clerical, and routine administrative tasks for a department head and in support of departmental operations and staff. Positions assigned to this class are required to fully supervise an office staff consisting of three or more clerical positions. EXAMPLES OF DUTIES Coordinate clerical and routine administrative activities involv- ing the assignment of work and priorities, determine work require- ments, and review work upon completion. Provide administrative assistance in completing various internal reports and studies, in statistical and written formats. Coordinate the preparation and assembling of materials for meetings. Supervise the use of word processing equipment, filing systems, and public contact media such as telephones and printed materials. Prepare budget proposals for the maintenance and operation of departmental clerical services. Routinely monitor and make necessary adjustments to maintain effective expenditure of departmental funds. Undertake and carry out a variety of projects requiring considera- ble independent judgement and initiative. Coordinate activities with other city departments and divisions, and with outside agencies. Supervise, train, and evaluate assigned staff. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years of increasingly responsible secretarial experience, preferably including one year of super- vising and managing an office staff. Education Equivalent to completion of the twelfth grade supple- mented by college level courses in office management, records retention, and modern office equipment. EXECUTIVE ASSISTANT DEFINITION Under supervision, to provide staff assistance to the City Manager, Mayor, City Council, and other city boards and commissions; and to do related work as assigned. EXAMPLES OF DUTIES Assist City Council and City Manager's office in preparing and assembling council agenda items. Gather information to prepare weekly City Manager's newsletter, reports, and compose correspondence in reply to various requests and inquiries. Insure that citizen complaints are responded to by describing city and departmental policies and procedures. Supervise, assign, and participate in providing clerical support for the City Manager and City Council. Coordinate activities of the City Manager's office such as special events, dedications, and displays with other city departments and other public or private agencies. May represent the city in the community and at meetings as required. Assist in budget preparation, analysis and administration. Coordinate the recruitment, selection, afid orientation of citizen boards and commissions. Coordinate award and recognition programs for citizen volunteers, board groups, and community organizations. Supervise, train, and evaluate assigned staff. QUALIFICATIONS Knowledge of: Functions and organization of municipal government. Methods and techniques of research and report presentation.
