RESOLUTION NO. 7226
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ENCOURAGING THE
FEDERAL GOVERNMENT TO DEVELOP A SPACE-BASED
ANTIBALLISTIC MISSILE SYSTEM (SJR-23).
WHEREAS, the most feasible means to defend the United States
from thermonuclear attack within the foreseeable future is the
development of beam weapon technology, which has the capability of
gestroying nuclear missiles in flight with more than 99 percent
zffectiveness; and
WHEREAS, the science and technology for development and
deployment of these energy beam weapons systems exist as the
established or early potential capacity of both the United States
and Russia, and the Russian effort is estimated to be three-to-five
times as intense and three-to-five years in advance of development
by the United States; and
WHEREAS, an immediate effort to develop energy beam weapons
would incur no net cost to the United States economy, since the
civilian byproducts of this development would stimulate a higher
technology economic development: and
WHEREAS, the weakening of the western countries through the
present world depression, combined with regional conventional war-
fare in the developing sector of the world, makes thermonuclear
war an increasing possibility in the immediate years ahead; and
WHEREAS, a commitment to such development would mandate the
direction of medium- to long-term credit for rapid technological
progress in United States agriculture, industry, and transportation,
in an increasingly energy-intensive mode, thereby providing
employment for millions of unemployed United States workers and

xoviding the basis for world economic recovery:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
lity of Carlsbad, California, that the legislature of the State
)f California respectfully memorialize the President and Congress
)f the United States to do all of the following:
1. Reinstate the National Aeronautics and Space Administra-
:ion Program on an expanded scale to utilize technology gained by
:he Mars Landing Program, the Manned Space Program, and an
iccelerated Space Shuttle Program as the necessary elements of the
:apability to launch a space-based antiballistic missile system:
2. Immediately increase the high-energy laser development
zogram, with the goal of achieving a defense capability against a
;mall number of Intercontinental Ballistic Missiles within the next
iive years:
3. Immediately increase the short-wavelength laser and
)article-beam development program, with the goal of determining
:he optimum direction and emphasis for research and development for
"mediate and succeeding generations of energy beam weapons
lesigned to provide complete protection against nuclear war by the
ziddle of the next decade; and
4. Encourage from the federal level the changes in the area
)f educational policy that will be necessary to create a generation
if citizens capable of carrying out the tasks of a high technology
xonomy; and be it further
RESOLVED, that the Secretary of the Senate transmit copies of
:his resolution to the President and Vice President of the United
States, to the Speaker of the House of Representatives, and to each
Senator and Representative from California in the Congress of the
