HomeMy WebLinkAbout1983-08-16; City Council; Resolution 7329' 1 2 3 4 5 1 1 3 1 1 1 1 1 1 2( 2: 2: 21 24 25 26 27 28 0 RESOLUTION NO. 7329 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO CHANGE THE CLASSIFICATION OF ASSOCIATE CIVIL ENGINEER, RECLASSIFY CERTAIN POSITIONS, AND AMEND THE 1983-84 OPERATING BUDGET. WHEREAS, the City Manager recommends and the City Council :oncurs, that the classification of Associate Civil Engineer ;hould be changed as it is included in the city's Classification 'lan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the !ity of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City anager to add classification changes to the description of ssociate Civil Engineer as described in Attachment A, attached ereto and made a part thereof. 3. That the City Council authorizes the City Manager to xlassify incumbent Assistant Civil Engineers to Associate Civil ?gineers, at the discretion of the City Manager. 4. No. 7329 ASSOCIATE CIVIL ENGINEER DEFINITION Under general direction, performs field and office civi:L engineering work and traffic engineering, involving investigation, design, con- struction, and maintenance of public works' facilities; supervises and coordinates public works' projects and performs related civil engineering work as assigned. DISTINGUISHING CHARACTERISTICS This is a journey level for professional civil engineers. The incumbent applies intensive and diversified knowledge of engineering principles and practices in broad areas of assignments and related fields. Makes decisions independently on engineering problems and methods. Uses advanced techniques and their modifications and extension of theories, precepts and practices of the field and related sciences and disci- plines. The skills, knowledge, and abilities required for this classification usually result from progressive experience. EXAMPLES OF DUTIES Supervise and coordinate project management activities involving design and construction of public works' projects sponsored by the city. Work with private developers and engineers to interpret city policies and ordinance requirements, review plans, and coordinate the work involved in privately sponsored residential, commercial, and industrial pro j ects . Review plans, maps, specifications, estimates, and other work for accuracy, presentation, and conduct inspection as appropriate to assure conformance with established engineering practices, laws, policies, and ordinances. Propose and review legal descriptions, subdivisions, and easement agreements, and other documents relating to public improvements. Calculate and collect fees and issue permits. Perform field inspections of public works' construction projects. Assist in the preparation of long-range capital improvement plans. Prepare written reports on engineering related projects. Represent the city in the community and at professional meetings as required. Assist in the preparation and administration of the engineering division budget. Coordinate engineering related activities with other city departments and divisions, and with outside agencies. 0 Associate Civil Engineer (cont.) Supervise, train, and evaluate assigned staff. QUALIFICATIONS Knowledge of: General or traffic engineering principles and practices as applied to municipal public works. Techniques for preparing designs, plans, specifications, estimat reports, and recommendations related to public works. Municipal operations as they relate to other city departments and divisions. (Depending upon the responsibilities assigned.) Principles and practices of organization, administration, budget ing, and personnel management. Ability to: Perform technical engineering work of a complex nature with a minimum of supervision. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, orally, and in writing. Supervise, train, and evaluate assigned staff. Experience and Education Any combination of experience and education that could likely provide the required knowledge and abilities is qualifying. typical way to obtain the knowledge and abilities would be: A Experience Four years of progressively responsible professional work experience in the field of civil engineering. Education Equivalent to a bachelor's degree from an accredited colleg or university with major course work in civil engineering, Special Requirement Registration as Professional Engineer or Land Surveyor within one year of employment.
