WHEREAS, the City Manager recommends and the City Council concurs that the classification Account Clerk I and Account Clerk I1 be changed. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to modify the classification Account Clerk I and Account Clerk I1 as described in Attachment A, attached hereto and made a part thereof. RAUTESKRANZ, City (SEAL) ACCOUNT CLERK I ACCOUNT CLERK I1 at achment A DEFINITION Under general supervision, to perform clerical accounting work involved with billing and collection of utility bills; processing business licenses and parking citations; the maintenance and review of financial and statistical records; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS Account Clerk I: This is the entrance level for clerical accounting employees. Employees in this class normally work under close super- vision performing a group of repetitive or closely related duties according to established procedures. Generally, work is observed and reviewed both during its performance and upon completion, and changes in procedure or exceptions to rules are explained in detail as they arise. Account Clerks I are normally considered to be on a training status and as assigned responsibility and breadth of knowledge increase with increased experience, may resonably expect their positions to be reassigned to the next higher class of Account Clerk 11. Under this training concept, positions assigned to the class of Account Clerk I1 which become vacant may reasonably be filled at the Account Clerk I level, with the understanding that future reassignment to the Account Clerk I1 class in most cases is to be expected. Account Clerk 11: Positions in this class are normally filled by advancement from the lower grade of Account Clerk I, or, when filled from outside, require prior clerical accounting experience. An Account Clerk I1 works under general supervision and, within a frame- work of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance. Adequate performance at this level requires the knowledge of depart- mental procedures and precedence, and the ability to choose among a limited number of alternatives in solving routine problems. An Account Clerk I1 is expected to work productively in the absence of supervision. overall results. Work is normally reviewed only on completion and for EXAMPLES OF DUTIES Process payments received over the counter and through the mail. Balance cash drawer and prepare deposits. Reviewand check records, forms and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Maintain files of correspondence, records, and other documents. 3 Account Clerk I Account Clerk I1 (cont.) Prepare financial and statistical reports. Assist in preparing the City payroll. Check and index invoices and prepare for payment. Receive and process requisitions and purchase orders. Match and verify purchase orders and invoices for payment. Verify the assignment of proper account code numbers to purchase requisitions, purchase orders, and request for payment. Verify prices and quantities of materials and supplies. Contacts vendors to order materials and supplies. Perform a variety of clerical and technical duties while assisting the Purchasing Officer. Respond to citizen complaints and inquiries. Serve as cashier-receptionist as assigned. Receive, sort, and distribute incoming and outgoing departmental mail. Operate calculator, photocopier and other office equipment. Perform a variety of clerical and typing work. Use computer terminal to enter and check data. Use calculator to batch control tape and verify computer reports. Mail out utility bills and receive payments. Update and maintain business license files; mail renewal notices; receive business license applications. Gather parking citation data and report activity. QUALIFICATIONS Account Clerk parking citation payment T Knowledge of: Basic methods, terminology, and practices of financial recordkeeping. Modern office practices and procedures. . Account Clerk I Account Clerk I1 (cont.) Ability to: Perform difficult and responsible clerical work. Post financial data and make accurate arithmetical calculations. Type at a speed of not less than 40 words a minute from clear COPY Understand and carry out oral and written instructions. Work cooperatively with others. ExDerience and Education Any combination equivalent to the experience and education that would likely provide the required knowledge and abilities would be qualifying. Account Clerk I1 In addition to the qualifications for Account Clerk I: Knowledge of: Data processing operations related to the maintenance of fiscal records. Ability to: Verify and code financial transaction documents. Operate bookkeeping, calculating, and data processing equipment. Experience and Education Any combination equivalent to the experience and education that would likely provide the required knowledge and abilities would be qualifying. abilities would be one year of experience performing duties comparable to those normally assigned to the Account Clerk I class.
