WHEREAS, dud to a heavy workload, LAFCO is unable to process
annexations expeiitiously and,

I WHEREAS, fok purposes of certainty and fairness, the City
Council supports i "grandfathering in" all annexations which have
been filed but n6t completed prior to December 31, 1984;
I NOW, BE IT RESOLVED that the City Council of the
