A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REGARDING THE APPLICATION OF LOW COST FEDERAL HYDROELECTRIC POWER WHEREAS, the Western Area Power Administration ("Western"), as an arm of the United States Department of Energy, is charged with distributing low-cost federal hydroelectric power generated from various facilities, including the Boulder City Area Project; and WHEREAS, it is a primary purpose of the governing statutes that federal hydroelectric power be distributed in a manner that provides the most widespread use thereof and promote the interest of consumers of an adequate and reliable supply of energy at the lowest reasonable cost; and WHEREAS, the power distribution system of San Diego Gas & Electric presently services the electric power needs of the residents of San Diego County and a portion of Orange County; and WHEREAS, under Western's present marketing criteria, the residents of the cities and counties in San Diego Gas & Electric' service territory are precluded from receiving the benefit of low-cost federal hydroelectric power, while through happenstance of residence, electric power consumers residing within the boundaries of other municipalities enjoy the benefit of such low cost power; and /I /I /I /I 2 3 4 9 10 11 12 13 14 15 16 17 18 19 20 21 22 22 24 25 26 27 28 WHEREAS, the SANDAG Ad Hoc Committee on Hydropower was appointed in February 1984 to investigate issues and coordinate a local application for federal hydropower from the Boulder City Area Projects; and WHEREAS, based on the information provided by the Committee, the SANDAG Executive Committee, on March 7, 1985 authorized the submittal of an application for all of California's share of federal hydropower from the Boulder City Area Projects by San Diego Gas & Electric on behalf of the region's local governments ; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That San Diego Gas & Electric is hereby authorized and directed on its behalf to engage in all activities necessary and convenient for the acquisition of low-cost federal hydro- electric power for distribution to the region. Such activities shall include making applications for federal hydroelectric power for distribution therefore through San Diego Gas & Electric's power distribution system. PASSED, APPROVED AND ADOPTED at a regular meeting of the Citl Council of the City of Carlsbad held the 2nd day of April I 1985, by the following vote, to wit: AYES: Council Mmkers Casler, Lewis, Kulchin, Chick and Pettine NOES: "?
