WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Principal Building Inspector should be included in the City's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows : 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Principal Building Inspector as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Principal Building Inspector to the appropriate City salary plan a: shown on Attachment 8, attached hereto and made a part thereof. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 19th day of November , 1985, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Chick and Pettine NOES: None ABSENT: Council Member Casler CLAUDE A. LEWIS, Mayor Pro-Tem ATTEST: DEFINITION PRINCIPAL BUILDING INSPECTOR Under general direction, to assist in planning, supervising, coordinating, and directing the activities of a comprehensive inspection program cov- ering all construction activity on public and private property and to do other work as assigned. EXAMPLES OF DUTIES: Supervises, trains and evaluates work of Building Inspectors. Assists in selection of department staff. Coordinates building, electrical, plumbing, mechanical and housing inspections; evaluates procedures, recommends changes and implements new procedures when apprQpriate. In- vestigates problem areas, makes reports with suggested solutions. with City staff, architects, contractors, builders, public and outside agencies to discuss building requirements and restrictions. Interprets and applies codes and ordinances. Investigates new products, materials and methods of construction; makes decisions on technical problems. Re- sponds to most difficult complaints from the public. Implements inves- tigations of substandard buildings for rehabilitation, moving and/or demolition. Assists in budget preparation and administration and may serve as acting department head as assigned. Represents the City at various meetings and conferences as required. Meets QUALIFICATIONS Knowledse of: Federal, state, county and city laws, codes and ordinances relating to building construction and housing. Engineering mechanics and properties of materials and variations of quality. Modern methods of building construction as applied to building, electrical, plumbing, mechanical and housing codes. Enforcement procedures. Acceptable health and safety standards in building construction. Principles and techniques of building inspection. Principles and practices of supervision, organization, administra- tion and budgeting. Ability to: Interpret and explain codes, regulations and ordinances. Identify,through inspection, activities, deviations from plans, codes, regulations, ordinances and specifications. Read and understand building construction plans and drawings and engineering and public works construction plans and specifications. .,Page 2 Principal Building Inspector (cont'd) Ability to: (cont'd) Plan, assign, supervise, train and evaluate the work of others. Plan and organize daily work, Communicate clearly and concisely, orally and in writing, Analyze department policies and procedures and identify, recommend and implement changes. Establish and maintain working relations with those contacted in the course of work. Experience and Education: Any combination of experience and education that would provide the required knowledge and abilities is qualifying. obtain the knowledge and abilities would be: A typical way to ExPerience: Five years of increasingly responsible experience as a Build- ing Inspector with at least three years of experience in a supervisory capacity.
