RESOLUTION OF THE CITY COUNIL OF THE CITY
OF CARLSBAD AUTHORIZING EXECUTION OF THE
THIRTY-FIRST SUPPLEMENT TO THE ENCINA
JOINT POWERS BASIC AGREEMENT, APPROVING
AND THE CITY OF OCEANSIDE AN AGREEMENT BETWEEN THE crw OF VISTA
WHEREAS, this City is a party to the Encina Joint Powers
Basic Agreement for the construction, operation, and maintenance
of the Encina Water Pollution Control Facility; and
WHEREAS, said Basic Agreement requires, among other things,
that the consent of the parties thereto must be had if the Encina
Joint Sewer System is to be used for sewage outside the .terri-
torial limits of any member of the Encina Joint Powers; and
WHEREAS, the City of Vista and the City of Oceanside have
entered into an agreement providing for limited use of the Encina
Sewer System by the City of Oceanside for a limited period of
time by reason of an emergency existing in the City of Oceanside;
and
WHEREAS, said agreement has been considered and unanimously
approved by the Joint Advisory Committee to the Encina Joint
Powers; and
WHEREAS, it is in the best interests of this City to approve
said agreement by authorizing execution of the Thirty-First Sup-
plement to said Basic Agreement, which supplement approves the
agreement between the City of Vista and the City of Oceanside.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
CITY OF CARLSBAD as follows:
Section 1. The Mayor of this City be, and is hereby,
authorized to execute the Thirty-First Supplement to the Encina
Joint Powers Basic Agreement, which supplement approves of the
aforesaid agreement between the City of Vista and the City of
Oceanside.
Passed, approved, and adopted at a regular meeting of the
City Council on the 7th day of January, 1986 , by the following
votes, to wit:

RESOLUTION NO. ~8326 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING QUITCLAIM FOR
WATERLINE EASEMENT PURPOSES.
WHEREAS, Robert G. Siegel has submitted a request for
quitclaim of water line easements over a portion of Tract 6 of
Laguna Mesa Tracts, Map No. 1719; and
WHEREAS, these water line easements are no longer
necessary as the replacement facilities have been constructed
within the public right-of-way and dedicated to Costa Real
Municipal Water District; and
WHEREAS, the City Council of the City of Carlsbad has
determined it to be in the public interest to quitclaim said
easements ;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Quitclaim Deed conveying water line easements
over a portion of Tract 6 of Laguna Mesa Tracts, Map No. 1719,
to Robert C. Siegel, which is on file with the City Clerk and
is incorporated by this reference; is approved.
3. That the Mayor is authorized to execute the deed and
the City Clerk is hereby authorized to cause the original
Quitclaim Deed to be recorded in the Office of the County
Recorder of San Diego County, State of California.

Carlsbad City Council held on the 7th day of January 9
1986 by the following vote, to wit:
