WHEREAS, the passage of H.R. 3838 would severely limit the use of Redevelopment Tax Allocation Bonds, and; WHEREAS, restriction and/or elimination of the use of Redevelopment tax allocation bonds would be detrimental to the City's Redevelopment efforts; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: (1) That the Carlsbad City Council is opposed to H.R. 3838 "Tax Reform Act of 1985".
