HomeMy WebLinkAbout1986-06-17; City Council; Resolution 86121 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8612 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO ADOPT THE CLASSIFICATION OF RISK MANAGER WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Risk Manager should be adopted and included in the City's Classification Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Risk Manager as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Risk Manager to the Management Compensation Plan at the range of $1,486 - $1,897 bi-weekly as shown on Attchment B, attached hereto and made a part thereof. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 17th day of June , 1986, by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin, Chick and Pettine NOES: None ABSENT: None ATTEST: ALPTHA L. RAUTENKRANZ, City Clerk (SEAL) At t achme nt A Resolution No. &,I Z RISK HANAGER DEFINITION Under general direction, manage the City's Risk Management prcgram, including the analysis and projection of actuarial and lizbility risks; the preparation of funding for current and anticipated claims; and planning and implementing of risk and loss prevention programs; performs related work as required. EXAMPLES OF DUTIES Designs insurance specifications, plans calls for bids, analyzes bids, works with brokers and plans alternatives for most feasible, cast effective coverage of City risks. Manages and participates in risk prevention and cost contaiment of programs by preparing bids for and managiq and suprvisiq resulting contracts of safety engineering and training consult ants. Analyzes legislation concerning risk manqement issues for impact on City operations, and serves on canmittees and panels advocating necessary reforms. Develops and maintains reporting systems for all incidents which effect City risk costs, and analyzes reported incidents for cost conseqmces and the development of loss prevention procedures. Reviews applications for permits and licenses for possible City risks and makes appropriate recommendations for modification and issuance of said permits and 1 ice nses ; Participates in City manqement by developing risk cast experience and projection data, canmunicating data to impacted manqers, and participating in policy and program development to minimize costs. QUALIFICATIONS Knowledge of California legislative and case law covering liabilities, actuarial principles for projecting municipal corporate costs. Loss prevention, and control techniques. California leg isla tive processes . Computer control techniques and processes. Computer program limitations and capabilities. California municipal operations. Principles and practices of organization, administration and budgeting. Insurance practices and policies in California. 3 RISK MANAGER, Continued Ability to Analyze, interpret and apply applicable laws and statutes. Design data collecting techniques, and analyze and cunmunicate results. Prepare technical reports for staff and City Council. Recommend decisions in the risk management area, and implement resulting decisions. Make formal presentations to manqers, employees, and the Council. Communicate clearly and concisely, orally and in writing. Supervise, train and evaluate assigned staff. ExDerience and Education Any canbination of experience and education that could likely provide the required knowledge and abilities would be qualifying. the knowledge and abilities would be: A typical way to obtain Education Equivalent to a bachelors degree in public or business administration or a related field. Experience Three years of professional experience administering risk manqement functions in a California municipal or private corporation; or canpletion of college-level course work of fer& by the Insurance Eductaional Assciation in Claims Adjusting, and Claims Management and five years of experience administering Risk Manqement f mct ions. 4 Atement B .. ........ d+-lr(?l *rl3 ..... .A*?l++ --..
