A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE TRANSFER OF $156,000 FROM THE GENERAL CAPITAL CONSTRUCTION FUND TO THE CARLSBAD ARTS COMMISSION FUND FOR THE SUPPORT OF THE CULTURAL ARTS PROGRAM. WHEREAS, Chapter 2.18 of the Carlsbad Municipal Code which governs the operation of the Carlsbad Arts Commission allows the City Council to appropriate 1% of the estimated cost of each capital project funded from unrestricted funds for the Cultural Arts Program, and WHEREAS, the City Council has adopted the 1985-86 Capital Improvement Program totaling $15.6 million from all sources of funds, and WHEREAS, in order to eliminate any conflict with both major and minor restrictions on funds, the City staff has recommended that the Council authorize the appropriation of funds from the General Capital Construction Fund in the amount of 1% of the Capital Improvement Program, $156,000, for the Arts Program, and WHEREAS, as this action also provides the maximum funding for the Arts Program and is consistent with Council's intention to provide support for the Cultural Arts in Carlsbad, and WHEREAS, the City Council retains full control of all funds residing in the City's Cultural Arts Fund, and WHEREAS, the Council is not obligated by this action to continue any transfers into the Cultural Arts Program Fund in future years.
