HomeMy WebLinkAbout1986-07-08; City Council; Resolution 86581 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8658 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AND SERVICE PERFORMANCE STANDARDS TO BE USED IN IMPLEMENTING THE GROWTH MANAGEMENT PROGRAM AS REQUIRED BY ORDINANCE NO. 9808 (GROWTH CARLSBAD, CALIFORNIA, ADOPTING PUBLIC FACILITY MANAGEMENT ORDINANCE) WHEREAS, on June 24, 1986, the City Council introduced Ordinance No. 9808 which established a Growth Management Ordinance for the City of Carlsbad; and WHEREAS, one of the primary purposes of Ordinance No. 9808 was to prevent growth unless adequate public facilities and services to serve the growth is provided when they are needed in a phased and logical way; and WHEREAS, standards are needed to be able to adequately determine the timing for public facilities and services and to assess whether they are being provided in a phased and logical way; and r WHEREAS, standards are needed to provide a mechanism to continually monitor the adequacy of public facilities and services as growth occurs; and WHEREAS, Section 21.90.080 of Ordinance No. 9808 requires the adoption by City Council Resolution of Performance Standards; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, that the Public Facility and Service Performance Standards as contained on attached Exhibit "A" are hereby adopted and shall be used in the implementation of Ordinance No, 9808 - The Carlsbad Growth Management Ordinance. //// //// 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 8th day of .Tiily I 1986 by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin, Chick and Pettine NOES: None ABSENT: None ATTEST: MARY H. RAUTENKRANZ, City\Clerk ( SEAL -2- EXHIBIT "A" Facility/Service Sewer Water Drainage Circulation PUBLIC FACILITY AND SERVICE PERFORMANCE STANDARDS GROWTH MANAGEMENT ORDINANCE Fire City Admin. Facility Parks Library Schools Open Space Standard 1. Trunk line capacity to meet demand for entire Local Facilities Management Zone as determined by the appropriate sewer district must be provided prior to any development. 2. Sewer plant capacity is adequate for at least a five year period. 1. Line capacity to meet demand for entire Local Facilities Management Zone as determined by the appropriate water district must be provided prior to any development. 2. A minimum 10 day storage capacity in overall system. 1. Drainage facilities must be provided for as required by the City in the approved Master Drainage Plan. 1. No road segment or intersection in the zone or impacted* by development in the zone shall exceed a service level C during off-peak hours, nor service level D during peak hours. * Impacted - 20% or more the traffic generated by the Local Facilities Management Zone will use the road segment or intersection. 1. No more than 1500 units outside a five minute r es pons e time. 1. 1500 sq.ft./lOOO population must be scheduled for construction within a five year time period. 1. 3 acres of park/1000 population in park district must be scheduled for construction within a five year time period. 1. .8 sq.ft./person must be scheduled for construction within a five year time period. 1. School capacity to meet projected enrollment within the zone as determined by the school district. 1. 15% of the total land area in the zone exclusive of environmentally-constrained, non- developable land must be set aside for permanent open space.
