HomeMy WebLinkAbout1986-07-08; City Council; Resolution 86591 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 1E 19 2c 21 2% 22 24 25 26 27 28 RESOLUTION NO. 8659 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING A TRAFFIC IMPACT STUDY FOR REMAINDER OF THE CITY EXCLUSIVE OF THE LA COSTA AREA. WHEREAS, it has been ascertained that present and proposed future land development in the City will create adverse traffic impacts on several streets and at several intersections; and WHEREAS, the problems created by such impacts cannot be rnitigated with ordinary traffic control means; and WHEREAS, it is necessary to undertake a study to determine the location and scope of such future problems and what it will cost to mitigate them; and WHEREAS, the results of such a study will enable the City to determine the need and desirability of the collection of a Traffic Impact Fee based upon the 25 Local Facility Management Zones or in some other manner; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Mayor is authorized to enter into an agreement with Barton-Aschman Associates, Inc. for a Traffic Impact Study . 3. That the cost of said study shall not exceed $85,000 to be funded from the Interim Traffic Impact Fee Revenue. 4. That the amount of $85,000 is hereby appropriated to account 134-840-3210-2479 for the purpose of funding this study. //// //// //// 3 'I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 16 17 18 19 20 21 22 23 24 25 26 27 28 5. That the study shall reach conclusions and make recommendations as to fee area boundaries, amount of fees, time of collection, method of "trust-funding" and implementation phasing. 6. That the study shall be completed by December 31, 1986. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 8th day of July I 1986 by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin and Pettine NOES: Council Member Chick ABSENT: None MARY H.dCASLER, Mayor ATTEST: ALETHA L.
