HomeMy WebLinkAbout1986-09-23; City Council; Resolution 87961 2 3 4 9 1c 2.1 2: 2( 2: 2E RESOLUTION NO. 8796 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING MINOR REVISIONS TO THE PUBLIC FACILITY AND SERVICE PERFORMANCE STANDARDS TO BE USED IN IMPLEMENTING THE GROWTH MANAGEMENT PROGRAM AS REQUIRED BY ORDINANCE NO. 9808 (GROWTH MANAGEMENT ORDINANCE). WHEREAS, on July 1, 1986, the City Council adopted )rdinance No. 9808 which established a Growth Management Ordinance Ior the City of Carlsbad; and WHEREAS, one of the primary purposes of Ordinance No. 3808 was to prevent growth unless adequate public facilities and iervices to serve the growth is provided when they are needed in a 3hased and logical way; and WHEREAS, on July 8, 1986, the City Council adopted the 'ublic Facility and Service Performance Standards to be used in ?reparing the Citywide Facilities and Improvements Plan as part of :he Growth Management Program; and WHEREAS, these standards are being redefined or rephased to clarify the specific meaning and purpose of each; and WHEREAS, the intent of the original standards will remain intact and that the clarified standards are needed to be able to idequately determine the timing for public facilities and services snd to assess whether they are being provided in a phased and Logical way; and WHEREAS, standards are needed to provide a mechanism to =ontinually monitor the adequacy of public facilities and services 3s growth occurs; and WHEREAS, Section 21.90.080 of Ordinance No. 9808 requires the adoption by City Council Resolution of Performance Standards; 1 2 3 4 E v E 7 E z 1( 1: 1: 1: 11 l! 1( 1' City of Carlsbad, California, that the Public Facility and Service 18 19 20 21 22 23 24 25 26 27 28 Performance Standards as contained on attached Exhibit "A" are hereby adopted and shall be used in the implementation of NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ordinance No. 9808 - The Carlsbad Growth Management Ordinance. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 23rd day of September , 1986 by the following vote, to wit: AYES: Council Members Casler, Lewis, Kulchin, Chick and Pettine ALETHA L. RAUTE lI( SEAL I NOES: None ABSENT: None TTEST: r. -2- c EXHIBIT "An RESOLUTION NO. 8796 PUBLIC FACILITY AND SERVICE PERFORMANCE STANDARDS Facility/Service Standard City Administrative Facilities 1500 square feet per 1,000 population must be scheduled for construction within a five year period. Library 800 square feet per 1,000 population must be scheduled for construction within a five year period. Wastewater Treatment Capacity Sewer plant capacity is adequate for at least a five year period. Parks Drainage Circulation Fire Open Space Schoo 1 s Sewer Collection System Water Distribution System Three acres of community park or special use park per 1,000 population within the Park District, must be scheduled for construction within a five year period. Drainage facilities must be provided as required by the City concurrent with development. No road segment or intersection in the zone nor any road segment or intersection out of the zone which is impacted by development in the zone shall be projected to exceed a service level C during off- peak hours, nor service level D during peak hours. Impacted means where 20% or more of the traffic generated by the local facility management zone will use the road segment or intersection. No more than 1,500 dwelling units outside of a five minute response time. Fifteen percent of the total land area in the zone exclusive of environmentally constrained non- developable land must be set aside for permanent open space and must be available concurrent with development. School capacity to meet projected enrollment within the zone as determined by the appropriate school district must be provided prior to projected occupancy. Trunk line capacity to meet demand as determined by the appropriate sewer district must be provided concurrent with development. Line capacity to meet demand as determined by the appropriate water district must be provided con- current with development. A minimum 10 average day storage capacity must be provided concurrent with development.
