HomeMy WebLinkAbout1987-02-17; City Council; Resolution 89651 2 3 4 5 6 7 e 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8965 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO ADOPT THE CLASSIFICATION OF MUNICIPAL PROJECTS MANAGER WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Municipal Projects Manager should be adopted and included in the City's Classification Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add thl classification of Municipal Projects Manager as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add thl title of Municipal Projects Manager to the Management Compensation Plan at the range of $1,651 - $2,107 bi-weekly as shown on Attachment 5, attached hereto anc made a part thereof. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 17thday of February , 1967 by the following vote, to wit: - AYES: Council Members Lewis, Kulchin, Pettine and Mamaux NOES: "-E ABSENT: "-E ATTEST : A I ALETHA L. RAUTENKRANZ, City Clerk (SEAL ) Attachment A e Resolution No. -5 MUNICIPAL PROJECTS MANAGER DEFINITION Under administrative direction of the City Manager, to plan, organize, and direct the Municipal Projects Division; to perform highly responsible and complex professional administrative work; to supervise professional and sub- professional level engineering personnel in daily office and field work; and to perform related work as required. EXAMPLES OF DUTIES Assist in the development of overall goals, objectives, policies, and priorities. Analyze data, make recommendations, prepare reports and make presentations on the formulation of policy and procedure, staffing and organizational requirements for the City's Capital Improvement Program. Plan, direct, supervise, and coordinate the design and construction of public facilities. Conduct difficult policy, organizational, and fiscal-related analytical studies and reports including the evaluation of departmental operations and service programs. Assist the City Manager and City staff in the preparation, coordination, and analysis of the annual department and Capital Improvement Program budget. Select, coordinate, and administer the work of private sector engineers, architects, contractors, and inspectors for City capital improvement construction projects. Prepare estimates of project costs for competitive bidding and budgeting purposes. Attend and make presentations at City Council and other public meetings. Represent the City in Coordinate activities agencies. Supervise, train, and QUALIFICATIONS the community and at professional meetings as required. with other City departments and other public and private evaluate staff. Knowledge of Principles of organization, administration, budget, personnel, and public works management. Methods and techniques of research, statistical analysis, and report presentation. Work cooperatively with management staff, employees, and others. Establish and maintain effective relationships with public groups, organizations, and other governmental agencies. Supervise, train, and evaluate assigned staff. Education: Equivalent to a bachelor's degree from an accredited college or university with major work in civil engineering, public administration, business administration, city planning, or a closely related field. A master's degree is preferred, but not required.
