IN OPPOSITION TO SDG&E APPLICATION NO.
87-04-018 BEFORE THE CALIFORNIA PUBLIC UTILITIES COMISSION TO REPLACE AND AMEND SPECIFIC ELECTRIC RATE SCHEDULES
WHEREAS, Carlsbad is a party to the Encina Joint Powers
Basic Agreement for the construction, operation and maintenance
of the Encina Water Pollution Control Facility (WPCF); and
WHEREAS, the Encina WPCF includes a cogeneration system
which has been operating reliably since 1984;
WHEREAS, The Encina WPCF includes other energy
conservation measures and resource recovery features in order to
provide cost effective wastewater service in an environmentally
sound manner; and
WHEREAS, San Diego Gas and Electric's Application No. 87-
04-018 for revised schedules will increase operational cost to
cogeneration facilities; and
WHEREAS, the proposed schedules will create djsincentives
to resource recovery projects; and
WHEREAS, performance incentives for conservation are to be
removed; and
WHEREAS, the proposed schedules ignore past historical
reliability of cogeneration systems.
NOW, THEREFORE, be it resolved by the City Council of the
City of Carlsbad, California, as follows:
The City of Carlsbad is opposed to SDG&E's Application No.
87-04-018 before the California Public Utilities Commission to
replace and amend specific rate schedules.
