WHEREAS, a Local Facilities Management Plan ha: prepared for Local Facilities Management Zone 12 in accc with Chapter 21.90 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did on January 20 hold a duly noticed public hearing as required by 1 consider said plan and at the conclusion of the hearing a Resolution No. 2711 making findings and recommending th City Council adopt a plan; and WHEREAS, a Negative Declaration was issued k Planning Director on December 11, 1987 indicating that the Facilities Management Plan is not anticipated to ha1 significant adverse impact on the environment: and WHEREAS, the City Council at their meeting of Fe 23, 1988 held a duly noticed public hearing and consider testimony and arguments of anyone desiring to be heard; NOW, THEREFORE, BE IT HEREBY RESOLVED by thc Council of the City of Carlsbad, California as follows: 1. That the above recitations are true and corrc 2. That the findings and conditions of the PI Commission in Resolution No. 2711 also constitute the fj and condtions of the City Council. 3.
