RESOLUTION NO. 88-89
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASING OFFICER TO UTILIZE OPEN MARKET PURCHASING PROCEDURES TO SECURE BIDS FOR THE CONSTRUCTION OF THE TYLER STRI ALLEY IMPROVEMENTS, PROJECT NO. 3719
WHEREAS, the City Council of the City of Carlsbe
determined it necessary, desirable, and in the public ir
to construct improvements to the Tyler Street Alley: and
WHEREAS, plans, specifications, and contract document
been previously approved by the City Council: and
WHEREAS, the City Council has previously authorizc
advertisement of bids in which no formal bids were receiT
this project: and
WHEREAS, the City Council determines it necessary to 1
utilizing open market purchasing procedures in an eff
secure bids for this project:
NOW, THEREFORE, BE IT RESOLVED by the City Council of tl
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That in accordance with California Public Contact:
Section 20166 and the provisions of the Carlsbad Pur(
Ordinance, no formal bids were received for this p:
therefore, the Purchasing Officer, is hereby authoriz
directed to secure bids for this project utilizing open
purchasing procedures.

3. That in the event the Purchasing Officer is unz
secure economical and acceptable bids for this project ut
the open market purchasing procedures, this project SI
constructed utilizing City forces from the Utiliti
Maintenance Department taking into consideration currc
future workloads of this department.
PASSED, APPROVED AND ADOPTED at a regular meeting
Carlsbad City Council held on the 22nd day of March
1988, by the following vote, to wit:
