A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDSl AWARDING
A CONTRACT FOR THE CONSTRUCTION OF FIRE STATION NO. 5, CERTIFYING THE NEGATIVE DECLARATION, AND APPROVING AN AMENDMENT TO AN EXISTING CITY/ CONSULTANT AGREEMENT WITH THE DANIELSON DESIGN GROUP FOR CONTINUING ARCHITECTURAL SERVICES
WHEREAS, bids have been received by the City of
for construction of Fire Station No. 5, Project No. 3290
WHEREAS, the low bid received for the constructioi
project was submitted by Kilgallon Construction Company
amount of $1,597,928; and
WHEREAS, partial project funds are available
account No. 320-820-1810-3290 for the construction
Station No. 5; and
WHEREAS, additional project funding is required
pro j ect ; and
WHEREAS, a Negative Declaration for said project
issued by the Planning Director and requires City
certification; and
WHEREAS, continuing architectural services by tl
architect team are required during the construction phas
proj ect .
NOW, THEREFORE, BE IT RESOLVED by the City Counc
City of Carlsbad, California, as follows:

Capital Construction Fund, the aforementioned amount
currently appropriated and available in project account r
820-1840-3230.
5. That the City Council of the City of Carlsbad,
authorizes the aforementioned $400,000 of General
Construction Funds be loaned to the Public Facilities I
and appropriated to the Fire Station No. 5, Public Saf
Service Center, Phase ,111, project account no. 320-820-11
to enable construction of the aforementioned project.

111. DISCUSSION OF ENVIRONMENTAL EVALUATION
The City is proposing to construct a fire station c
approximately 12,OO square feet on a 2.5 acre site which ha
been previously disturbed and rough graded as a consequence c the development of the Phase I of the adjacent Carlsbad Safet and Service Center. The majority of the site is relative] flat (around 10% gradient) and disturbed. The eastern portic of the site is somewhat steeper, but no development is propose
within this area. Fire Station No. 5 is being constructed t
provide a minimum five minute response time for fire protectic
and emergency medical services for currently unservicc existing and proposed businesses within the Zone 5 Loca Facility Management Plan area of the City, as well as othe unserviced areas of the City within a 2.5 mile radius of th proposed fire station. Potential environmental impacts fro
development of the project include:
(1) Noise from emergency vehicle sirens, and
(2) Growth inducement.

DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued)
With regard to noise, this impact is not regardec significant in that it is not continuous but rather a s: event impact. In addition, this noise intrusion is accept€ society in that it is associated with a public . sez emergency response. Since there are no residential uses ir
.immediate vicinity of the project site, the long-term eff
of single events noise intrusions are not regarded
significant.
Although the construction of this fire station will allow
continued growth within the immediate vicinity, this growt not unplanned for and will not be allowed (per the ci Growth Management Program) unless all other public faci standards are complied with. In accordance, no adverse pro
impacts are anticipated.
Overall, the environmental analysis and field checks condu by staff indicated that because the site has been previa distrubed and rough graded and no sensitive environme
resources exist on the property, this negative declaratio appropriate. There were no public comments received response to the notice for a Negative Declaration.

IV. DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant effect t
the environment, and a NEGATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significar
effect on the environment, there will not be a significant effect
this case because the mitigation measures described on an attachc
sheet have.been added to the project. A Conditional Negative Declaration will be proposed.
I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required.
