WHEREAS, the COLLEGE and EMT-P SERVICE PROVIDER acknowledge a public obligation to contribute to the education of paramedics for the benefit students and for community needs, WHEREAS, the COLLEGE has established a program for training paramed' that requires the educational facilities of the EMT-P SERVICE PROVIDER i field practice, WHEREAS, the EMT-P SERVICE PROVIDER has field facilities suitable fc educational needs of the College paramedic program, WHEREAS, it is to the mutual benefit of both the COLLEGE and EMT-P z PROVIDER that students have opportunities for field service education a! students and future practitioners. NOW, THEREFORE, the COLLEGE and the EMT-P SERVICE PROVIDER mutually as foll ows: I. RESPONSIBILITIES AND PRIVILEGES OF THE COLLEGE A. For the Program in General 1. The COLLEGE assumes full responsibility for offering an educational program eligible for accreditation by the Stat Department of Education and the San Diego County Division Emergency Medical Services. 2. The COLLEGE will provide the same quality of education in paramedic program as it does in all other curriculum offer at the College. 3. The word "faculty" as used herein means the Coll ege facul t engaged in teaching in the College Paramedic Program. The "student" or "students" as used herein means students of t COLLEGE who are enrol 1 ed in the Col 1 ege Paramedic Program. -1- .. 0 e 4. The COLLEGE wi 11 select and train preceptors in cooperation 1 the field Service Providers. B. C1 inical Instructions 1. The COLLEGE will provide the necessary faculty to plan and coordinate the field experience for paramedic students. Sa faculty will assume responsibility for monitoring EMT-P stu while assigned to the EMT-P SERVICE PROVIDER. 2. The COLLEGE will develop a plan for using the EMT-P SERVICE PROVIDER’S facilities to meet the educational goals of the curriculum. This plan will include a 1 ist of the number of students to be assigned, the dates and number of hours invo an shall be made avail able to the EMT-P SERVICE PROVIDER at mutua7ly-agreed-upon time prior to the beginning of the sch term and subject to revision by the EMT-P SERVICE PROVIDER instances where conflicts with the EMT-P SERVICE PROVIDER s to exist. 3. The COLLEGE will assume responsi bi 1 i ty for determining the evaluative grade relative to the students performance after consultation with students file preceptor. 4. The faculty will be responsible for learning and observing policies and regulations of both COLLEGE and EMT-P SERVICE PROVIDER as they apply to the circumstances of the field teaching . 5. The COLLEGE is responsible to assure the students assigned the EMT-P SERVICE PROVIDER for field internship meet both COLLEGE and EMT-P SERVICE PROVIDER standards of health and the academic ability to profit from the experience. 6. The COLLEGE will require that all instructors and students during assignment to the EMT-P SERVICE PROVIDER comply with same administrative policies as the employees in matters relating to the welfare of the patient. C. College Privileges 1. The COLLEGE has the privilege of regularly scheduled meetin with the EMT-P SERVICE PROVIDER staff and administrative le representatives for the purpose of interpreting, discussing evaluating this educational program for training paramedics 11. RESPONSIBILITIES AND PRIVILEGES OF THE EMT-P SERVICE PROVIDER. A. General Responsibilities. 1. The EMT-P SERVICE PROVIDER will maintain the standards whic make it eligible for approval as a field area for instructi an accredited paramedic program provided, however, the EMT- SERVICE PROVIDER shall not be obligated to establish, maint I or continue any facilities or services that the EMT-P SERVI -2- ., 4 1 I ! I 0 0 PROVIDER, in its sole discretion, does not wish. to establi! maintain or continue. 2. The EMT-P SERVICE .PROVIDER will permit the faculty and stul of the COLLEGE to use its patient care and patient service facilities for field education in accordance with Policies Procedures and Protocols of the San Diego County Division ( Emergency Medi cal Services . 3. The EMT-P SERVICE PROVIDER will accept for field internshil EMT-P students in a number mutually agreed upon by the COLI and EMT-P SERVICE PROVIDER. B, Facilities and Supplies 1. The EMT-P SERVICE PROVIDER will permit the educational use such supplies and equipment as are commonly available for pat i ent care. 2. The'. EMT-P SERVICE PROVIDER will provide access to sources information for educational purposes, subject to the EMT-P SERVICE PROVIDER'S right to protect the privacy of the pat (Exampl es : ) a. Procedures guides , pol icy manual s b. Standard field references such as Medical Dictionary, Diagnostic Texts, pharmacology refer and standard references suitable to the field ar care program. C. Staff Participation in Education 1. The EMT-P SERVICE PROVIDER will recommend staff to functio preceptors for paramedic students during the field interns The ratio of preceptors to students shall not exceed one t 2. Preceptors will attend a training session for the purpose orienting them to the educational program and evaluation procedures. 3. Preceptors will assist with the education and evaluation o paramedic students during the field internship. 4. Preceptors will remain employees of the EMT-P SERVICE PROV and will not be considered employees of the COLLEGE. D. EMT-P Service Provider Privileges 1. The EMT-P SERVICE PROVIDER may refuse educational access t field areas or records to any College faculty or students not meet the EMT-P SERVICE PROVIDER'S standards. 2. The EMT-P SERVICE PROVIDER may resolve any problem situati favor of the patient's welfare and may restrict the studen i nvol ved. 3. Students will wear the designated costume in field areas. -3- -, 1 ,' I 1 I E. Status of S ? udents e 1. Students will have the status of learners and will not rep' EMT-P SERVICE PROVIDER staff nor give service to patients i from its educational value. 2. Students are subject to the authority, policies, and reguli of the COLLEGE. They are also subject, during field assigl and while with the EMT-P SERVICE PROVIDER, to the authorit! policies, and regulations of the EMT-P SERVICE PROVIDER. 3. Students will wear the designated costume in field areas. F. Liability Status of Contracting Agencies 1, The EMT-P SERVICE PROVIDER shall carry its usual comprehenr liability policy covering its officers, agents and employe6 2. The COLLEGE shall carry professional 1 iabil i ty insurance (malpractice) covering students of the COLLEGE during assi! with EMT-P FIELD SERVICE PROVIDER. 3. The COLLEGE shall carry public liability insurance coverin! faculty members of the COLLEGE during assignment with the I SERVICE PROVIDER. 4. The COLLEGE shall carry workmens' compensation insurance covering its faculty and students while with the EMT-P SER\ PROVIDER (pursuant to Labor Code Section 3368). 5. COLLEGE shall indemnify and hold harmless EMT-P SERVICE PRO from and against any and all liability arising from any negligent act, of COLLEGE'S students or instructors during field internship. EMT-P SERVICE PROVIDER shall indemnify a hold harmless COLLEGE from and against any and all 1 iabil it arising from any negligent act of EMT-P SERVICE PROVIDER, i officers, agents or employees. G. Duration of the Contract 1. This AGREEMENT is for a period of time not to exceed three but may be terminated at close of any school year by servin notice in writing of the intention to do so by either partg 2.
