RESOLUTION NO. 88-425
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATION OF ASSISTANT UTILITIES AND
MAINTENANCE DIRECTOR.

ASSISTANT UTILITIES AND MAINTENANCE DIRECTOR
DEFINITION
Under general direction of the Utilities and Maintenance Director, to assisl organizing and supervising the various field maintenance service programs activities including public works, water utility, sewer, buildings and equipn construction, maintenance and repair services, and fleet management servic and to do re1 ated work as assigned.
EXAMPLES OF DUTIES
Assist in the development of goals, objectives, policies and priorities for Department.
Analyze data, make recommendations, prepare reports and make presentations the formulation of policies and procedures and staffing and organizatic requirements.
Review and approve work orders for various maintenance and construction jobs meet with superintendents and supervisors to discuss work planning, schedul and progress; coordinate departmental recommendations for the purchase equipment and supplies.
Coordinate water and sewer maintenance, customer service and facility operati and activities with other City departments, divisions and outside agencies.
Research modern pub1 ic works maintenance and construction methods, formulate enforce rules, procedures and policies for efficient and effective operation the department; give advice and assistance to supervisors as required.
Prepare complex staff reports and present both written and oral reports to Utilities and Maintenance Director City Manager and City Council.
Attend County and area conferences and meetings with other public officials
Assist in coordinating maintenance service programs with other City departme and divisions and with outside agencies.
Assist in the selection of assigned staff.
Assist in budget preparation and administration.
May serve as acting Utilities and Maintenance Director as assigned.
QUALIFICATIONS
Know1 edqe of:
Modern methods of constructing, maintaining and repairing streets, curbs gutters.

Water distribution systems maintenance and repair, and customer sen operations.
Principles of training and supervision.
Principles of modern fleet management, building construction maintenance repair.
Custodial maintenance and building repair operations.
Principles and practices of sewer system installation, maintenance operation repai r.
Ability to:
Communicate clearly and concisely, orally and in writing.
Read and interpret construction plans and specifications.
Plan and supervise the work of construction and operating personnel.
Prepare comprehensive and technical reports.
Establish and maintain cooperative relationships with those contacted in ' course of work.
Supervise, train and evaluate subordinates.
Experience and Education
Any combination equivalent to the experience and education that could lik, provide the required knowledge and abilities is qualifying. A typical way obtain the knowledge and abilities would be:
Experience: Five years of increasingly responsible public works construct. and maintenance experience including at least two years of supervisc experience.
Education: Equivalent to the completion of a bachelor's degree in pub' administration, business administration or a related field.
