RESOLUTION NO. 89-169
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, OPPOSING THE PROPOSED RELOCATION OF REGIONAL JUSTICE FACILITY
WHEREAS, for nearly thirty years Vista has worked closely with
the County of San Diego in the establishment and ongoing expansion
of a vital, Regional Justice Facility, serving all of North San
Diego County residents; and
WHEREAS, the County in cooperation with local government has
invested over $50-million at the Vista site; and
WHEREAS, the Vista Justice Facility has grown to over 33
acres, and is strategically 1 ocated near the present and future
population center of North County; and
WHEREAS, the expansion of the courts and jail on the Vista
site offers the County of San Diego, the San Diego Superior Court,
the North County Municipal Court, advantages for immediate
development and flexible long range expansion; and
WHEREAS, locating the North County Courts in Escondido would
deny the expanding coastal cities of Carlsbad, Oceanside, Encinitas
and Sol ana Beach reasonable access to court faci 1 i ties; and
WHEREAS, the Carlsbad Safety and Service Center site was
strategically located in relation to the Vista facility to conserve
staff travel time and a move to Escondido would be costly; and
WHEREAS, on August 29, 1988, the Vista City Council
unanimously voted to adopt a resolution approving the acquisition
of a 6-acre parcel to demonstrate Vista's commitment to having the
present and future court expansion occur in Vista; and

WHEREAS, the North County Regional Justice Facilities has the
advantages of expansion capacity, without additional land
acqui si ti on expenditure; and
WHEREAS, the Vista City Council has authorized the expenditure
of up to $50,000 to provide for architects, financial consultants,
and other consultants for professional planning assistance; and
WHEREAS, moving the courts to Escondido would require an
increase in operating costs of between $1.2 and $1.4-million
annually; and
I WHEREAS, the master plan of the court facil i ty and surrounding
areas currently includes the improvements for automobile
circulation, including access roads, overpasses and other traffic
improvements near the Regional Justice Facility in Vista; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carl sbad as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad opposes

the bifurcation of the Regional Justice Facility and
moving the Courts to Escondido.
3. That the City Council of the City of Carlsbad supports
the expansion of the Courts and jail at the existing
Vista site, based upon the reasons stated above.

Carl sbad City Council this 23rd day of May , 1989, by
the following vote, to wit:
