(2) In the event no water is used through tl meter or the property becomes vacant, tl monthly standby charge will be charged ai paid by the owner thereof. The rates to be charged for potable water suppl it in any one month through meters are as follows: A1 1 consumers $.98/100 cubic feet A1 1 agricultural consumers who meet th Metropol i tan Water District Southern Cal iforni requirements for agricultural consumers receiv a pro-rate share of the agricultural rebate th City receives monthly from the Costa Rea Municipal Water District. There shall be a monthly charge of five dollar per month for all water connections supplying non metered water for fire sprinkler purposes. A1 maintenance or repairs to fire service system from the water main to the shut off valve shal be paid for the consumer and shall be charged o the regular water bill ing. All fire servic systems shall be equipped with a meter by-pas: which shall be paid for and installed at thc consumer’s expense. In the event water is servec through the fire service system, the City Wate, Department and the Fire Department shall estimatl the amount of water used and the regular chargl therefore shall be put on the customer’s bill ani shall be paid by the consumer. A monthly fee of one dollar shall be paid for eact five rooms in any hotel, rooming house or motel ! in which no cooking is allowed. A monthly fee shall be charged for each individua- living unit contained in any motor court, motel, hotel or rooming house or other transient type habitat which allows cooking in rooms in the amount of $.70 in addition to other charges establ i shed. Payment of Bills All water bills are due and payablt at the City Hall of the City of Carlsbad upon presentation and arc delinquent if not paid within five days of the payment due date billed Delinquent bills will be assessed a 10% late fee. IV. Meter Readinq - Water District. For convenience in thc reading of meters and preparation of water bill s, the department i: expressly authorized to divide the City into districts. These district: may, from time to time, be revised or changed as necessary or desirable, in order to equalize the work of reading meters and billing. The meter? in each district so establ ished shall be read and water bi 11 s based or such meter readings, shall be prepared and mailed to the consumers in eack district on approximately the same day of each and every month, excepl when Saturdays, Sundays and 1 egal hol idays intervene. V. Bills - Mailinqs. Unless the applicant for water service directs otherwise, all bills will be mailed to the premises where service is furnished. VI. Chanqe of Ownership or Occupancy - Notification. It shall be the duty of every person signing an application for water del ivery and of every owner of property to which water is del ivered tc notify the Water Department of any change in the ownership or occupancy of the premises to which the water is to be furnished at least two days prior to such change. Every owner of property is 1 i ab1 e for wate> furnished to any premises he has rented in the event the tenant does no pay the water bi 11 . Water service shall not be given to any consumer up0 change of address until all delinquent charges owed by the consumer at former place of residence or business shall be paid. VII. Terminatins Accounts/New Accounts - Charqe for Turninc Water On or Off. Regulation of water service; turning on and off of watel supply. A ten dollar ($10.00) charge will be made incident to the closin! of an account. A ten dollar ($10.00) charge will be made by the department for turning on the water supply when requested by the consumer incident to the opening of a new account. VIII. Non-Davment - Service Discontinuance. In the event that any consumer shall be delinquent in the payment of his water bill, the department shall have the right forthwith to discontinue water service to the premises of such del inquent consumer. A reconnection charge of twenty dol 1 ars ($20.00) will be assessed. Water shall not again be suppl ied to him until all delinquent water service charges, plus the late fees and reconnection charges, have been paid. IX. Restorinq Service After Discontinuance. Procedures for restoring service after delinquency period. If water service is cut off or discontinued for failure to pay del inquent bill s, such service may again be establ ished only in the event the consumer or the applicant for service at such place pays a1 1 del inquent bi 11 s, reconnection charges and late fees, and makes such cash deposit as may be required by the Water Department. /// /// - ,)' s . .U* II 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 28 0 0 When an owner or consumer has been delinquent in his water bills twice in succession or three times in any one calendar year, hc sha77 be required to deposit a sum equal to an average two month's water bill upon such premises and pays, in addition thereto, the sum of twenty dol 1 ars ($20.00) for turning on the water supply. Thereupon and not otherwise will water service again be made or established to the premises where the water bill has been delinquent. X. The Rates and Charqes established by this resolution shall on their effective day supersede the rates established by Resolution NO. 88- 138.
