This 1 imi t is increased each yea through a formula that takes into consideration changes in the Consumer Pric Index and state per-capita income. When a city reaches this limit, excess tz revenue must be returned to the State or citizens through a process of refund: rebates, or other means that may be defined at that time. The Gann limit fc the City of Carlsbad has increased steadily since 1979 and still provides tk City with a comfortable operating margin. The spending limit for the City c Carlsbad for 1990-91 is $42.8 million, with appropriations of "proceeds ( taxes" of only $36.3 million.
