WHEREAS, on September 12, 1989 the City Council acce: a report from a 15-member Citizens Committee to Study Carlsb Open Space Plans and Programs; and WHEREAS, one of the recommendations of the report wa consider the need for an Open Space Commission: and WHEREAS, the City Council appointed an Ad Subcommittee to make a recommendation on the establishment o Open Space Commission; and WHEREAS, after discussing the matter, the Ad Subcommittee recommended that an interim Open Space Advi; Committee be created. NOW, THEREFORE, BE IT RESOLVED by the City Counci: the City of Carlsbad as follows: 1. An Open Space Advisory Committee of the Citl Carlsbad is hereby created. 2. The Purpose of the Open Space Advisory Committe to advise the City Council, the Planning Commission, the Parks Recreation Commission, other Commissions, Board and Committee deemed necessary, and the City staff on the implementation of recommendations of the Citizens Committee for Open Space acce] by the City Council on December 19, 1989 and on file in the Of of the City Clerk. 3. The Open Space Advisory Committee shall consis, nine members appointed by the Mayor with the consent of Council. Two members shall be appointed from the Plan: Commission and two members shall be appointed from the Parks Recreation Commission, and five members from the 15-me: Citizens Committee to Study Open Space. Vacancies shall be fi in the same manner. Members shall serve a three year term un the committee is replaced before that in accordance with sec' 8. ... ... # 1 0 a 4. The Committee shall meet regularly as often as 2 deems necessary for the transaction of business. Its meeti shall be open to the public. The Committee shall elect 3 chairperson and a vice-chairperson from its membership who sh hold office for one year and may establish its own rules 4 procedures necessary for the conduct of business. Four memb 5 shall constitute a quorum. 5. The Committee members shall act with 6 compensation. 7 6. The Committee shall act in an advisory role fulfilling the following responsibilities: Preparing advis 8 Citizens Committee on Open Space; recommending priorities for o 9 which are proposed to implement the recommendations of recommendations on all plans, programs, standards and polic space acquisition, use and maintenance, recommending guidelines 10 be used in reviewing projects for their compliance with open sp standards and policy; providing community representation to 11 Planning Commission and City Council on Open Space issues preparing an annual monitoring/status report on open sp 12 protection and the implementation of any new or refined open sp policies. 13 7. Nothing in this resolution shall be construed 14 restricting or curtailing any of the powers of the City Counc the Planning Commission, the Parks and Recreation Commission, 15 as a delegation to the Open Space Advisory Committee of any of authority or discretionary powers vested and imposed by law in 16 above bodies. The City Council declares that the public intere convenience and welfare required the appointment of an Open Sp 17 Advisory Committee to act in a purely advisory capacity to City Council for the purposes enumerated herein. Any power her 18 delegated to Committee to adopt rules and regulations shall not construed as a delegation of legislative authority but pure1 19 delegation of administrative authority. 20 8. This resolution shall remain in effect for th years from the date of its enactment. At any time before the 21 of the Committee if it decides that implementation of of the three-year period, the City Council may extend the ten 22 recommendations of the Citizens Committee on Open Space has been completed or that there is need for continuous monitorin5 23 Open Space policies and their implementation.
