WHEREAS, the City of Carlsbad and the San Diego Associa 5 6 of Governments adopted the existing Regional Housing N "regional share" and "fair share" of housing needs: and 7 Statement for the period 1985 to 1990, which recommended 8 WHEREAS, the existing Regional Housing Needs State 9 relied upon the 1980 Census, Series 6 Regional Growth Foreca lo 11 and other information available at that time: and WHEREAS, the effective period of the Regional Housing & 12 13 Statement (1985-1990) is about to lapse: and 14 WHEREAS, the State Housing Law, Government Code Sec jurisdiction of the San Diego Association of Governmentst' to E 15 65588, requires all "local governments within the regi WHEREAS, the State Housing Law requires each jurisdic 18 elements by July 1, 1991; and 17 the second comprehensive revisions of their general plan hoL 16 submitted comments to the San Diego Association of Govern] 28 proposed revision to the Regional Housing Needs Statement 27 WHEREAS, the City of Carlsbad staff has reviewed 26 Growth Forecasts, and other information currently available 25 1991-1996 which uses updates to the 1980 Census, Series 7 Reg: 24 proposed revisions to the Regional Housing Needs Statement 23 WHEREAS, the San Diego Association of Governments 22 households: and 21 housing element and to avoid the concentration of lower ir 20 to identify its share of the region's housing need as part oj 19 0 0 including: a) a request to incorporate further revisions once results of the 1990 U.S. Census are made available, and k: request to review and make specified changes to the methodoloc used by SANDAG to estimate candidate "regional sharet' and Irj share" housing goals for Carlsbad; and 1 2 3 4 5 6 7 WHEREAS, notwithstanding the validity of City staj comments, the adoption by the San Diego Association of Governmc and the recognition by local jurisdictions of a revised Regic 8 9 10 11 12 13 14 15 16 17 18 3* Housing Needs Statement would provide information, goals, objectives useful to the formulation of both regional hou: plans and local general plan housing elements; NOW, THEREFORE, the City Council of the City of Carl5 does hereby resolve as follows: 1. The above recitations are true and correct. 2. The City of Carlsbad recognizes the Regional Housing Nc Statement as set forth in the exhibit titled (drz Resional Housins Needs Statement/San Dieso Resion, dz February, 1990, on file in the City Clerk's Office, as information source for use in preparing revisions to City of Carlsbadls housing element. The City of Carlsbad accepts as interim five-year goals the period July 1991 through June 1996 a "regional shi of 6,273 dwelling units and a "fair share" of 1,125 income households, until specific, and perhaps differ: numerical objectives can be developed and adopted as I of a revised general plan housing element. 19 I 2o I 21 22 23 24 25 26 27 4. ... ...
