A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING THE MAYOR
TO SIGN THE LETTER INTENT TO APPLY FOR THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION
SYSTEM PERMIT PURSUANT TO REGIONAL WATER
QUALITY CONTROL BOARD SAN DIEGO REGION ORDER
NO. 90-42

7 WHEREAS, the Regional Water Quality Control Board San
8
establishing requirements for a National Pollutant Disc 9
Region (RWQCB) has proposed adoption of Order No.
10 Elimination System (NPDES) Permit; and;
11 WHEREAS, the NPDES Permit is required pursuant to the Fe
12
Code; and 16
City of Carlsbad under the authorization of the California 15
Region has decided to extend the NPDES permit requirements t 14
WHEREAS, the Regional Water Quality Control Board San 13
Water Quality Act; and
17 WHEREAS, the City Council has found that compliance
18
the Goals of the Carlsbad General Plan. 19
NPDES permit would protect the Carlsbad lagoons in accordance
20 NOW, THEREFORE, BE IT RESOLVED by the City Council o
21
attached as Exhibit rrArr. 25
to sign the letter of intent to apply for the NPDES p 24

Dear Mr. Coe:
Pursuant To Resolution No. 90-235 of the City Council of the
City of Carlsbad, adopted on July 10, 1990, I hereby submit this
Letter of Intent and request to become a co-applicant with other
San Diego entities for a National Pollution Discharge Elimination
System (NPDES) storm water discharge permit.
We look forward to working with you, your staff and the Regional
Board in a proactive program to address the problem of pollution
caused by urban storm water runoff and illicit discharges into
our storm drain system.
