A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBA
CALIFORNIA SUPPORTING THE DESIGNATION OF SANDAG AS Tt
CONGESTION MANAGEMENT PROGRAM (CMP) AGENCY FOR THE SC
DIEGO REGION
WHEREAS, Assembly Bill 471 as ratified with voter approval of Proposition 11
5, 1990, requires the preparation of a Congestion Management Program (CMP) ir
Diego region; and
WHEREAS, the CMP is to be prepared, approved, and annually updai
designated CMP Agency working cooperatively with the cities and County, CALTRAb
operators, and the APCD; and
WHEREAS, Section 65089 of the California Government Code requires that
Agency be designated by resolutions adopted by the Board of Supervisors and a n
the cities representing a majority of the incorporated area population; and
WHEREAS, the San Diego Association of Governments (SANDAG) serve
Regional Transportation Planning Agency, the Metropolitan Planning Organization, the
Growth Management and Review Board, and the San Diego County Regional Trans
Commission and already conducts most of the required elements of the CMP as F
ongoing Overall Work Program activities; and
WHEREAS, the SANDAG Board of Directors supports the designation of the
Board as the Congestion Management Program (CMP) Agency for the San Diego r8

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of (
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council does hereby support the designation of the S:
Association of Governments (SANDAG) as the Congestion Management Prograr
Agency for the San Diego region.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carisbad Cip
held on the 21 day of August, 1990 by the following vote, to wit:
