RESOLUTION NO. 90-360
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA APPROVING A REQUEST
FOR PROPOSALS TO ACQUIRE THE SERVICES OF A
SCREENING AGENCY FOR THE HOMELESS.
WHEREAS, an adequate evaluation of the need
additional programs for the homeless requires the identifica
and analysis of the homeless in Carlsbad and their needs; a:
WHEREAS, the homeless include children, youths, adr
males and females, married and single individuals, and si
parent and two parent families, all of whom are homeless f
variety of reasons; and
WHEREAS, homelessness can be attributed to a variel
things such as unemployment, low income, mental illr
disabilities, substance abuse, domestic violence and combinat
of these problems: and
WHEREAS, the varied and overlapping problems associ
with homelessness make it difficult to accurately quantify
categorize the homeless, which makes it difficult to assess t
needs.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the
Council of the City of Carlsbad, California as follows:

general needs, identify the needs of the homeless on a cas6

should be referred, and maximize existing resources throuc
network of volunteers and social service providers.
PASSED, APPROVED AND ADOPTED at a regular meeting of
City Council of the City of Carlsbad, California, on the 1:
day of October , 1990 by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Larson, Mamaux and
