HomeMy WebLinkAbout1991-03-05; City Council; Resolution 91-681 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 e 0 RESOLUTION NO. 91-68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATIONS OF COMMUNICATIONS SUPERVISOR AND RECORDS TIONS SHIFT SUPERVISOR TO COMMUNICATIONS SUPERVISOR AND THE COMMUNICATIONS AND RECORD q SUPERVISOR AND RECLASSIFYING THE COMMUNICA- WHEREAS, the City Manager recommends and the City Council concurs, that the classifications of Communications Supervisor and Records Supervisor should be adopted and included in the City's Classification and Salary Plan; and WHEREAS, the City Manager recommends reclassifying two positions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Communications Supervisor as described in Exhibit A. 3. That the City Council authorizes and directs the City Manager to add the title of Communications Supervisor and the title of Records Supervisor to the Police Salary Schedule at a biweekly salary range of $1,289 - $1,566 as shown in Exhibit C. 5. That the City Council authorizes and directs the City Manager to reclassify the positions of Communications Shift Supervisor to Communications Supervisor and Communications and Records Supervisor to Records Supervisor. RAUTENKRANZ, City Cle k (SEAL) 0 e EXHIBIT A -3 CITY OF CARLSBAD JOB DESCRIPTION JOB TITLC: Comunications Supervisor DEPARTMENT : Police BASIC FUNCTION: Under general supervision, supervises and participates in police and fire safety comnications services. required. lJISTINGUISHING CHARACTERISTICS: The Comnications Supervisor is a non-sworn, single-position classification responsible for the supervision of police and fire backup procedures and operates the system to produce reports as required. Responds to inquiritu from the public, other departmental or City employees; provider explanation of work unit technical processes and functions requirim an understandin8 of policies and procedures; advises the Watch Corander of pertinent incaim inforrution and potential operati= problems. The position performs CAD system m w JOB DESCRIPTION -2- JOB TITLE: Corunications Supervisor Conducts training, or supervises such activity: prepares and maintains and training to other department personnel regarding communications services and equipment operation. Participates in the development of, and implements policies and procedures relating to safety communications services; prepares and maintains operations manuals related to the Dispatch Center: notifies department personnel of changes to those policies and procedures. Performs backup procedures to the CAD system; operates the system to produce reports per schedule and as requested; ensures security of computer systems as assigned; troubleshoots system malfunctions as required. Prepares tape recordings as requested of radio and telephone communications for use as court evidence, in response to subpoena's, for training, or other authorized purposes. Enters and updates emergency, caution and related files into the computer sys tem. Requisitions supplies and other aaterials as needed; maintains an inventory of suppiies for the Dispatch Center. Participates in the selection of subordinate personnel; evaluates performance; provides counseling and initiateB disciplinary action. Represents the department in relations with professional associations, other agencies and organizations. A typical way to obtain the required knowledge, skill, and ability would be: o Three years of increasingly responsible work experience involving the operation of an emergency law enforcement and/or fire dispatch system. CITY OF CARLSBAD JOB DESCRIPTION JOB TITLE: Records Supervisor DEPARTMENT : Pol ice BASIC FUNCTION: Under general supervision, supervises and participates in the preparation, processing, and management of law enforcement records; acts as the Custodian of Record; supervises reception desk operations. Performs related responsibilities as required. DISTINGUISHING CHARACTERISTICS: The Records Supervisor is a non-sworn, single-position class responsible for the supervision of police records and departmental reception functions. The incumbent must also function as a member of the department's management team and participate actively in addressing issues of concern to the departaent which at times my not have a direct impact on his/her area of specialization. KEY RESPONSIBILITIES: Supervises and participates in activities involving the preparation and processing of law enforcement records; directs files management; maintains security of records and ensures that information is released in accordance with laws, and established departmental policy and procedures. Supervises reception desk operations; directs record keeping and ensures security of the cash register and petty cash; authorizes requests for replacement funds and approves the use of petty cash vouchers in accordance with established policy and Procedures. Provides instructions to subordinates and answers questions; coordinates the scheduling and completion of work unit projects by determinim operational priorities and resolving work load problems; inspects work for accuracy and completeness: evaluates work techniques and Wthods for conformance to established work standards, and altere methods or procedures as necessary to achieve objectives. Responds to inquiries from the public, other departmental or City employees; resolves complaints; provides information requiriw an understanding of departmental operations, policies and procedures. e 0 JOB DESCRIPTION -2- JOB TITLE: Records Supervisor Responds to all subpoena's of law enforcement records; as the Custodian of Record, ensures tinely and appropriate response to subpoena's; appears in court to testify regarding the subpoenaed documents as required. Conducts training; prepares and maintains operations manuals associated with records functions; advises and otherwise provides assistance to other department personnel regarding records services. Participates in the development of, and implements policies and procedures relating to the preparation, processing, aaintenance, access and use of law enforcement records; notifies department personnel of changes to those policies and procedures. Requisitions supplies and other materials as needed, and maintains an inventory of supplies; participates and assists in the evaluation of capital equipment required for records operations; assists in the equipment. Directs the preparation of departmental payroll records in keeping with established accrual limits and maximus, and FLSA requirements. Maintains and compiles statistical data, performs analysis and prepares reports; develops and submits recornendations as required. Participates in the selection of subordinate personnel: evaluates performance; provides counseling and initiates disciplinary action. Represents the department in relations with professional associations, other agencies and organizations; represents the immediate supervisor in his/her absence, in aeetings or court appearances as assigned.
