P conclusion of the hearing the Commission adopted Resolution: 3205, 3207 and 3206 recommending to the City Council tha Conditional Negative Declaration, Local Coastal Plan Amei (LCPA 90-2) and General Plan Amendment (GPA 90-1) be approve1 WHEREAS, the City Council of the City of Carlsbad, 7, 1991 held a duly noticed public hearing to consi.de Commission's recommendations and heard all persons interested opposed to the Negative Declaration, LCPA 90-2 and GPA 90-1 WHEREAS, a conditional Negative Declaration was iss February 28, 1991 and submitted to the State Clearinghouse fc day review period. All comments received from that review are fully incorporated into the conditions of approval fc project. That the above recitations are true and corret 2. That the conditional negative declaration c above referenced project is approved and that the finding conditions of the Planning Commission contained in Resolutic 3205 marked Exhibit A attached hereto and made a part herec the findings and conditions of the City Council. 3. That the amendment to the land use element c General Plan (GPA 90-1) from Planned Industrial to Extc Regional Retail is approved as shown on the map dated April 3 the "Price Club" marked Exhibit B attached hereto and made l hereof and that the findings and conditions of the PlI Commission contained in Resolution No. 3206 marked Exhi attached hereto and made a part hereof are the finding conditions of the City Council. 4. PROJECT DESCRIPTION: A 121,338 square foot Price Club Discount Store containir a tire center, optical center and a small exterior eating establishment (pizza, hot dogs, etc. Also proposed is a graded pad for a future 15,000 square foot office building and a 5,0( square foot retail building. The proposal requires a General Plan and Local Coastal PI2 Amendment from Planned Industrial (PI) to Extensive Regional Retail (RRE) on 23.t acres. A zone change from Planned Industrial, Qualified Development Overlay Zone (P-h Q) to General Commercial, Qualified Development Overlay Zone (C-2-Q) on 23.65 acrc is also required. Additional permits necessary for the use are a Site Development Pla Conditional Use Permit, Hillside Development Permit and a Minor Subdivision to crea four parcels out of the entire 62 acre property. The City of Carlsbad has conducted an environmental review of the above described proje pursuant to the Guidelines for Implementation of the California Environmental Quality A and the Environmental Protection Ordinance of the City of Carlsbad. As a result of sa review, a Conditional Negative Declaration (declaration that the project will not have significant impact on the environment) is hereby issued for the subject project. Justificatic for this action is on file in the Planning Department.
