RESOLUTION NO. 91-324
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA APPROVING A NEGATIVE
DECLARATION, GENERAL PLAN AMENDMENT (GPA/LU
90-2), AND LOCAL COASTAL PLAN AMENDMENT (LCPA
90-4), TO CHANGE THE LAND USE DESIGNATION FROM
RECREATIONAL COMMERCIAL TO RESIDENTIAL LOW-
MEDIUM DENSITY ON A 1.12 ACRE SITE ON PROPERTY
GENERALLY LOCATED ON THE SOUTH SIDE OF ADAMS
STREET, EAST OF HIGHLAND DRIVE.
APPLICANT: LAGUNA POINT
CASE NO: GPA/LU 90-2/LCPA 90-4/ZC 91-8
WHEREAS, the Planning Commission did on May 29, 1991
a duly noticed public hearing as prescribed by law to considc
amendment to the Land Use Element of the General Plan GPA/LU
and to the Local Coastal Plan LCPA 90-4; and
WHEREAS, the Planning Commission has determined that
project will not have a significant impact on the environmenl
a Negative Declaration was issued and approved on April 11, 19'
compliance with the requirements of the City of Car:
Environmental Protection Ordinance of 1980 and the Calif(
Environmental Quality Act; and
WHEREAS, the City Council of the City of Carlsbac
September 17, 1991 held a duly advertised public hearin
consider said amendments and at that time received
recommendations, objections, protests, comments of all pe
interested in or opposed to GPA/LU 90-2 and LCPA 90-4: and
WHEREAS, the City Council, after considering all pro
changes to the Land Use Element of the General Plan and the
Coastal Plan, directed the City Attorney to return with approp
documents to allow the City Council to vote on the c
individually as a part of one single amendment to the Lanc
Element of the General Plan and the Local Coastal Plan.

NOW, THEREFORE, BE IT RESOLVED by the City Council of
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct
2. That the negative declaration on the above refere
project is approved and that the findings and conditions of
Planning Commission contained in Resolution No. 3250 on file
the City Clerk and incorporated by reference herein are
findings and conditions of the City Council.
3, That the amendment to the Land Use Element of
General Plan (GPA/LU 90-2) is approved, that the findings of
Planning Commission as set forth in Planning Commission Resolc
No. 3251 on file with the City Clerk and incorporated by refer
herein are the findings and conditions of the City Council and
the Land Use Element of the General Plan be amended as folloh
GPA/LU 90-2/LCPA 90-4 LAGUNA POINT: To change
Land Use Element of the General Plan from Recreational Commerc
(RC) to Residential Low-Medium (RLM) on property generally loc
on the south side of Adam Street, east of Highland Drive as :

4. That Local Coastal Plan Amendment (LCPA 90-4
approved and that the findings and conditions of the Plai
Commission contained in Resolution No. 3252 on file with the
