A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSEAD, CALIFORNIA, APPROVING A NEGATIVE DECLARATION FOR A SPECIFIC PLAN TO ESTABLISH DEVELOPMENT STANDARDS FOR FIVE PARCELS GENERALLY LOCATED AT THE NORTHWEST CORNER OF LA COSTA
AVENUE AND LEVANTE STREET, A ZONE CHANGE TO PLACE
THE Q-OVERLAY ZONE ON THOSE PARCELS, AND A ZONE
CODE AMENDMENT TO THE RD-M ZONE.

WHEREAS, the Planning Commission did on Septembei
1991, hold a duly noticed public hearing as prescribed by li
