HomeMy WebLinkAbout1992-01-21; City Council; Resolution 92-271 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 w 0 RESOLUTION NO. 92-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING CERTIFICATION OF ENVIRONMENTAL IMPACT REPORT AND ADOPTION OF ALIGNMENT 2 FOR THE WIDENING AND REALIGNMENTOF OLIVENHAIN ROAD FOR RANCHO SANTA FE ROAD TO EL CAMINO REAL. WHEREAS, the City Council did on the 21 st day of January 1992 hear and rc the finding of the Environmental Impact Report for Olivenhain Road widening realignment, and WHEREAS, the proposed Alignment 2 is the environmentally preferred alternz and WHEREAS, the proposed project has no significant unmitigatable environmr impact. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carl: as follows: A) That the above recitations are true and correct. 6) That based on the evidence presented in the final Environmental Im Report presented at its January 21 st, 1992 meeting, the City Council hereby recommc to the City Council of the City of Encinitas California Certification of the Environmental Impact Report for the Olivenhain Road widening, realignment and F Control Project (SCH #91011035) dated January, 1992. C) That Council recommend approval of Alignment 2 for final adoption implementation and approves variance of design speed standards to allow a 50 mile hour design speed and reduction of street and right of way widths to match exi: conditions. Findinqs: 1. Standards variances will not result in unusually restrictive traffic j characteristic and fall within generally accepted engineering practice: 3. Appropriate signing will adequately indicate roadway conditions. 4. That the granting of such variance will not cause substantial drain problems. 5. That the granting of such variance will not conflict with existing or fu traffic and parking demands or pedestrian or bicycle use. 6. That the granting of such variance will not be detrimental to the PI welfare or injurious to the property or improvements in the vicinity in wI the variance is granted. 7. That the granting of such variance will not adversely affect comprehensive general plan. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad Council held on the 21stday of Janua~~ , 1992 by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Larson, Stanton ar NOES: None ABSENT: None Nygaard ATTEST: t City Clerk
