RESOLUTION NO. 9 2 - 8 8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD ADOPTING A REVISED FLOW METERING POLICY
AND OPERATION AND MAINTENANCE AGREEMENT FORTHE
FLOW METERS WITHIN THE ENCINA SERVICE BASIN
WHEREAS, the City of Carlsbad is a member agency of the Encina Wastewi
6 Authority; and
7 WHEREAS, The Revised Basic Agreement requires the Encina Wastewater Authc

to take or cause to be taken flow measurements to determine the amount of wastew,
discharged into the Joint Sewer System by each member agency; and

WHEREAS, a Flow Meter Policy was adopted by the Encina Board of Director in 1E
and
WHEREAS, in 1989 an enhanced centralized flow measurement system was instal
which allowed for improved flow measurements and data collection throughout the en
Encina service basin; and
WHEREAS, from time to time it is necessary to adjust the guidelines of the F
Metering Policy and Operation and Maintenance Agreement consistent with current Bz
Agreement.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsb,
California as follows:

held on the 7th day of April, 1992 by the following vote, to wit:
