WHEREAS, The City Manager recommends establishing six new classifica- tions: Senior Circulation Supervisor, Circulation Supervisor, Library Clerk 1/11, Principal Librarian, Media Programming Specialist, and Library Services Specialist; and WHEREAS, the City Manager recommends changing the title of Librarian I11 to Senior Librarian; and WHEREAS, the City Manager recommends reclassifying the La Costa Branch Manager from Library Assistant I11 to Library Services Specialist; and WHEREAS, the City Manager recommends reclassifying the Media Services Manager to Media Programming Specialist; and WHEREAS, the City Manager recommends eliminating the Library Assistant 111 classification; and WHEREAS, the City Manager recommends modifying the Management Salary Schedule to reflect the new classifications and salary ranges for the Principal Librarian, the Media Programming Specialist, and the Library Services Specialist; and WHEREAS, the City Manager recommends modifying the General Employee Salary Schedule to include the classifications of Senior Circulation Supervisor, Circulation Supervisor, Library Clerk 1/11, and Senior Librarian; and I 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 I WHEREAS, the City Manager recommends deleting the Library Assistant 111 classification from the General Employee Salary Schedule; NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classifications of Senior Circulation Supervisor, Circulation Supervisor, Library Clerk 1/11, Library Services Specialist, Principal Librarian, and Media Programming Specialist as described in Exhibit 2. ~ ~ 3. That the City Council authorizes and directs the City Manager to delete the Library Assistant 111 Classification. 4. That the City Council authorizes and directs the City Manager to add the classification of Senior Circulation Supervisor at $1,127.57-$1,370.58 biweekly to the General Employee Salary Schedule. 5. That the City Council authorizes and directs the City Manager to add the classification of Circulation Supervisor at $888.03-$1,079.40 biweekly to the General Employee Salary Schedule. 6. That the City Council authorizes and directs the City Manager to add the Classification of Library Clerk I at $706.38-$858.62 biweekly and Library Clerk I1 at $727.78-$884.63 biweekly to the General Employee Salary Schedule. 7. DISIlNGUISHING CI"(X"STICS: The Library Services Specialist performs a wide range of technical library work and supervises a variety of full-time and part-time professional, paraprofessional, and clerical library employees. Position may manage a library branch or other library facilities or operations as assigned. KEY RESPONSIBILITIES: Interpret library goals and objectives and plan appropriate library services. Formulate and administer library policies and procedures. Schedule and conduct staff meetings. Participate in and advise staff on the acquisition of materials. BA degree with some additional library coursework. m m CI'IY OF CARISBAD JOB DESQUPnON JOB TITLE: MEDIA PROGRAMMING SPECIALIST DEPARTMENT: LIBRARY BASIC FUNCIION: Under general supervision, perform technical work involving the development, maintenance, and distribution of library audiovisual resources and coordinate library programming; to provide high quality still and/or video photography in support of all City departments, to the local community, and to other governmental officials as needed. " DISIWGUISHING cHARAcIERIsI?cs: This is a one position classification. An incumbent, under supervision of the Library Director, will be responsible for overseeing the library's audiovisual program and for using various presentation media to convey information and accomplishments of various City departments to the local community and to other governmental officials as needed. The incumbent will also be responsible for production and coordination of adult programs at both liiraries. KEY RESPONSIBILI'IES: Plan, organize, and supervise the City Library's audiovisual program. Responsible for the production of audiovisual programs for the City including scripting, shooting and editing. Select and acquire audiovisual equipment for the library. Assist other professional library staff with audiovisual technical questions as necessary. Coordinate the development and produce multimedia presentations with City deparanent heads, administrative personnel, and others associated with various projects. DISTINGUISHING CHARACERISTICS: Under the direct supervision of a Senior Circulation Supervisor, the position assists with a variety of circulation support duties as assigned and has specific responsibility for overseeing day-to-day shelving activities and the part-time staff who handle this function. DISTINGUISHING CHARAmsIIcS: Library Clerk I is the entry level clerical position and is used for a wide range of basic office, typing, and filing tasks. No special experience in or out of libraries is required. As incumbents in positions at this level progress through successful on-the-job experience, they may reasonably expect to progress to Library Clerk 11. KEY RESPONSIBILITIES: Work at the library circulation desk, charging and discharging library materials. Shelve books, periodicals, videos and other library materials, and clean and repair books. Collect fines, issue library cards, file shelf list cards, and other library clerical tasks. Answer patron questions and help patrons with library hardware such as photocopiers. Many act as messenger, delivering books and materials between libraries. Other duties as assigned. REPORTING RELATIONSHIPS: Position may report to any full-time professional or paraprofessional staff in the library. DESIRABLE QUALIFICATIONS: Knowledm of: Reading and basic arithmetic. A typical way to acquire the skills and abilities would include one year of general clerical experience and/or graduation from high school. m w CITY OF CAFUSBAD JOB DESCRIPTION JOB TITLE: LIBRARY CLERK I1 DEPARTMENT: LIBRARY BASIC FUNCTZON: Under general supervision, performs a wide variety of moderately difficult clerical tasks and ha knowledge of a specific field. DISTINGUISHING CHARACI'FXUSIICS: Library Clerk I1 is the journey level class in the Library Clerk series. Positions in this class have experience and special skills, such as with computers, and are expected to perform without the same degree of supervision as the Library Clerk 1. Clerical staff will be hired at the Library Clerk I classification. After two years of satisfactory performance at this level and a formal evaluation of the supervisor which attests to full competency at clerical tasks and the approval of the Library Director the position may be reallocated to the Library Clerk I1 classification. ]KEY RESPONSIBILITIES: Perform a wide variety of non-professional duties requiring considerable knowledge of program policies and functions. May perform as a leadworker in a unit to include giving work direction, scheduling, and assisting in the training of new staff members.
