RESOLUTION NO. 92-165
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY
MANAGER TO ENROLL CARLSBAD IN THE STATE'S
NATURAL COMMUNITIES CONSERVATION PLAN (NCCP) PROGRAM.
4 11 The City Council of the City of Carlsbad does hereby
5 llresolve the following:
€i /I WHEREAS, the Natural Communities Conservation Plan
7 11 (NCCP) Program is a voluntary state program authorized by AB 2172, *
wildlife habitat while still allowing compatible growth and lo
process between the state and local jurisdictions to conserve 9
the purpose of which is to establish a collaborative planning
'I /I development; and
I.2 I1 WHEREAS, the pilot program for the NCCP Program will
l3 llfocus on coastal sage scrub which is the habitat for the

California Gnatcatcher and other related species of concern; and
WHEREAS, the state is now encouraging enrollment in the
voluntary NCCP process; and
WHEREAS, the NCCP Program is very similar in approach to
that already undertaken by the City of Carlsbad in its Habitat
Management Plan and Rancho Santa Fe Road Gnatcatcher Mitigation
Plan (HCP) ; and
WHEREAS, staff has reviewed the NCCP Program and
22 11 believes the City should support its goals and purpose.
23 11 NOW, THEREFORE, BE IT RESOLVED by the City Council of

enroll the City in the State's NCCP Program subject to the 25
the City of Carlsbad, that the City Manager is authorized to
26 11 following:
27 11 1. The enrollment form shall be revised to reflect the
28 understanding that the City's Habitat Management Plan (HMP) and

Rancho Santa Fe Road HCP have been determined by the state to be 1
consistent with the NCCP Program. 1

City Council of the City of Carlsbad, California on the 9th
