HomeMy WebLinkAbout1992-06-16; City Council; Resolution 92-1781 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 28 ll 0 0 RESOLUTION NO. 9 2 - 17 8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF APPROPRIATION LIMIT AS REQUIRED BY ARTICLE XIIIB OF THE CALIFORNIA STATE CONSTITUTION AND STATE LAW CARLSBAD, CALIFORNIA, ESTABLISHING THE 1992-93 WHEREAS, Article XIIIB of the California State Constitution requires that governments annually establish a limit on the appropriation of proceeds of taxes; and WHEREAS, State law requires that this limit be presented to the governing body of each entity each fiscal year with the Operating Budget; and WHEREAS, State law also requires a recorded vote of the Council regarding the adjustment factors selected for 1992-93; and WHEREAS, State law also requires that this limit be published in a newspaper of general circulation to allow public response to the limit as adopted. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the following recitations are true and correct. 2. That the City Council of the City of Carlsbad, California, does hereby establish and adopt the estimated 1992-93 appropriation limit of Sixty-six million, seventy-two thousand, eight hundred and thirty-five dollars ($66,072,835) as computed in Exhibit F attached hereto. 4. That the City Clerk is directed to publish this Resolution in a newspaper of general circulation. LEWIS, Mayor ~ ATTEST: (SEAL) e EXHIBIT F GANN APPROPRIATIONS LIMIT CITY OF CARLSBAD The Appropriations Limitation imposed by Proposition 4 and modified by Proposition 111 creates a restriction on the amount of revenue which can be appropriated in any fiscal year. The revenues which are subject to the Limitation are those considered "proceeds of taxes." The basis for calculating the Limit began in fiscal year 1978-79 and is increased based on population growth and inflation. The major change made by Proposition 111 allows the City to annually choose among the following options for calculating its Gann Limit: b Growth in California per capita income, OR b Growth in non-residential assessed valuation due to new construction in the city, AND b Population growth of Carlsbad, OR b Population growth within San Diego County. The factors used to calculate the 1992-93 Limit were: b Population growth in San Diego County, AND b Growth in California per capita income. The formula is outlined below: 1991 -92 Expenditure Limit $64,977,941 Yo County Population Growth Growth in California per capita income Net Increase Factor 1.0234 X 0.9936 1.0169 1992-93 Limit (1989-90 Limit X Factor) $66.072.835 Current Appropriation of Proceeds of Taxes $35,590,620 The spending limit for the City of Carlsbad for 1992-93 is $66,072,835 with appropriations of "proceeds of taxes'' of $35,590,620. The result of the calculation provides the City with an operating margin of $30.5 million. The area chart on the following page graphically depicts the operating margin within Carlsbad.
