RESOLUTION NO. 92-206
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING A NEGATIVE
DECLARATION, GENERAL PLAN AMENDMENT (GPA/LU
89-3) AND LOCAL COASTAL PLAN AMENDMENT (LCPA
89-3) TO IDENTIFY FUTURE SCHOOL SITES AND TO
BRING THE DESIGNATIONS ON THE LOCAL COASTAL
PLAN, GENERAL PLAN AND ZONING MAP INTO
CONFORMANCE ON PROPERTY LOCATED THROUGHOUT THE
CITY OF CARLSBAD APPLICANT: CARLSBAD UNIFIED SCHOOL DISTRICT CASE NO: GPA/LU 89-3/LCPA 89-3
WHEREAS, the Planning Commission did on March 18 , 1992
hold a duly noticed public hearing as prescribed by law to consider
an amendment to the Land Use Element of the General Plan GPA/LU 89-
3 and to the Local Coastal Plan LCPA 89-3; and
WHEREAS, the Planning Commission has determined that this
project will not have a significant impact on the environment and
a Negative Declaration was issued and approved on November 8, 1989
in compliance with the requirements of the City of Carlsbad
Environmental Protection Ordinance of 1980 and the California
Environmental Quality Act; and .
WHEREAS, the City Council of the City of Carlsbad, on
June 23, 1992 held a duly advertised public hearing to consider
said amendments and at that time received the recommendations,
objections, protests, comments of all persons interested in or
opposed to GPA/LU 89-3 and LCPA 89-3: and
WHEREAS, the City Council, after considering all proposed
changes to the Land Use Element of the General Plan and the Local
Coastal Plan, directed the City Attorney to return with appropriate
documents to allow the City Council to vote on the change

individually as a part of one single amendment to the Land Use
Element of the General Plan and the Local Coastal Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the negative declaration on the above referenced
project is approved and that the findings and conditions of the
Planning Commission contained in Resolution No. 3344, on file with
the City Clerk and incorporated by reference herein, are the
findings and conditions of the City Council.
3. That the amendment to the Land Use Element of the
General Plan (GPA/LU 89-3) is approved and that the findings of the
Planning Commission as set forth in Planning Commission Resolution
No. 3346, on file with the City Clerk and incorporated by reference
herein, are the findings and conditions of the City Council.
4. That Local Coastal Plan Amendment (LCPA 89-3) is
approved and that the findings and conditions of the Planning
Commission contained in Resolution No. 3345, on file with the City

Clerk and incorporated by reference herein, are the findings and
conditions of the City Council.
EFFECTIVE DATE: This resolution shall be effective upon
its adoption, except as to the General Plan Amendment, which shall
be effective thirty (30) days following its adoption.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the
City Council of the City of Carlsbad on the 7th day of July
1992, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Larson, Stanton and Nygaard
NOES: None
ABSENT : None
