That the above recitations are true and correct. 10 2. RAUTENKRANZ, Cit$ Clerk (SEAL) .. 0 0 EXIBIT A CITY OF CARLSBAD JOB DESCRlPTION JOB TITLE Risk Manager DEPARTMENT: BASIC FUNCTION: Under the general direction of the Financial Management Director, manage the City’s Risk Management programs including liability claims management, safety training, loss prevention, and other insurance programs. The position may also perform other related duties as necessary. DISTINGUISHING CHARACTERISTICS: This single position class is generally responsible for planning and implementing systems and programs in the above areas. The position also provides support to City departments and City Manager in areas related to risk management. KEY RESPONSIBILITIES: Manages the City’s claims administration programs; maintains relations with all segments of the work force and makes improvements to the system to guarantee that all departments are proactive in the provision of claims related services. The Risk Manager works in cooperation with the City Attorney and City Clerk, and will assist in the management of liability claims received by the City. The Risk Manager will provide a link between the claimant, the City Attorney’s Office, and the City’s third party administrator, and creates a system that allows claims to be processed in a fair and impartial manner. Ensures that the City is maintaining the necessary level of safety training; the provision of relevant safety training to all City employees is one of the key functions of the Risk Management department. The Risk Manager wiu work with all departments to ensure that the necessary training is carried out, and that a system Risk Manager (cont) 0 is developed to record the results of the training efforts. The Risk Manager may be assisted by consulting services, where necessary, in the accomplishment of this task. Implements the loss prevention program; the Risk Manager will be responsible for implementing Council Policies dealing with the City's loss prevention program. One of the major efforts of the Risk Management Department is to idenw and eliminate risks both in the work place and in the City in general before a loss can occur. Other duties may include the following: o Analyze and report on legislation affecting the City's exposure to risk in all areas. o Review applications for permits and licenses for possible City risks and make appropriate recommendations for modification if necessary o Provide management reports related to all aspects of the Risk Management program o Design insurance specifications, call for bids, analyze bids and work with the City's brokers to provide the most feasible and cost effective insurance program for the City. o Serve as the City's representative on a variety of committees and agencies. o May assist other departments in the analysis of programs, procedures and systems in a variety of areas. o Functions as principle contact for the public, groups and organizations relative to liability issues. REPORTING AND RELATIONSHIPS This position reports to the Financial Management Director and supervises assigned personnel. ,a Risk Manager (con t) (I) 0 DESIRABLE QUALIFICATIONS: Knowledge of: o budgeting systems, and analysis methods and o the use of computers in the operation of a department. o the importance of supervision and staff development o management reporting system design and o how to hnction as part of a team. o the use of goals and objectives. Abilitv to: o bring a strong service orientation to the position. techniques. implementation. 0 read, analyze and interpret complex rules and regulations. o to communicate well to groups and individuals in both formal and inforrnal situations. o be organized and stay on top of a multitude of projects. o write clear and effective staff reports. o design data collection systems, and analyze and o supervise, train and evaluate staff. communicate the results EXPERIENCE AND EDUCATION: Any combination of experience and education that would likely provide the required knowledge, skill and ability is qualifjnng. A typical way to obtain the knowledge, skill and ability would be: Three to five years of professional experience administering risk management functions including working as a management analyst or in a position providing high level support to management decision makers; completion of college level course work in risk management related fields. Increasingly responsible experience in administration, management systems, operation, budgetary or related work. Equivalent to a Bachelor’s Degree Erom an accredited college or university with major course work in Public Administration, Accounting , Business, or other related field.
