A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF IMPROVEMENTS TO PALOMAR AIRPORT ROAD FROM EL CAMINO REAL TO ACACIA DRIVE IN SAN MARCOS, AND EL CAMINO REAL FROM FARADAY AVENUE TO PALOMAR AIRPORT ROAD, PROJECT NO. 3166

t5 /I WHEREAS, the City Council of the City of Carl sbad has determined it I
7// necessary, desirable, and in the public interest to construct improvements in

Pal omar Airport Road from El Camino Real to Acacia Avenue in San Marcos and in
El Cami no Real from Faraday Avenue to Pal omar Airport Road, Project No. 3166; and
WHEREAS, the Cities of Carlsbad, San Marcos and Vista have entered into

joint agreements to fund the design,construction, inspection and administration
of said improvements; and
WHEREAS, plans, specifications, and contract documents for the furnishing ~
for all labor, materials, tools, equipment, transportation, and other expenses
necessary or incidental for said project have been prepared and are on file in
the Engineering Department of the City of Carlsbad; and
WHEREAS, the City Council the City of Carlsbad had previously appropriated
18// funds for said project; and
19 I WHEREAS, $120,500 is available from Transnet bicycle allocations and

$187,100 is available from Transportation Development Act allocations; and
WHEREAS, additional funding may accrue to the City of Carlsbad that is
22 11 designated for construction of public facilities within the scope of Project No.
23 11 3166; and

WHEREAS, construction for said improvements is a matter of pub1 ic necessity
and safety; and
WHEREAS, modification to the original project concepts were necessary to
27 11 provide for unforseen design needs; and
28 WHEREAS, an amount satisfactory to the City and P & D Technologies to

compensate P & D Technologies for providing plan specifications and estimate for
said design needs has been determined.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carl sbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented I
are hereby approved.
3. That the various fund allocations that have or may accrue to Project
No. 3166 are hereby appropriated for Project No. 3166
4. That the City C1 erk of the City of Carlsbad is hereby authorized and
directed to proceed to publish, in accordance with law, Notice to Contractors
inviting bids for the construction of improvements to Palomar Airport Road and
El Camino Real, Project No. 3166, in accordance with the plans, specifications,
and contract documents hereinabove referred.
5. That the City Manager is authorized to execute an amendment to the
agreement for the design of Palomar Airport Road east of El Camino Real to the
City of San Marcos.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carl sbad City
Council held on the 7th day of July , 1992 by the following vote, to
wit:
AYES: Council Members Lewis, Larson, Stanton and Nygaard
NOES: None
ABSENT: Council Member Kul
