A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
IDENTIFICATION AND DESCRIPTION OF THE ENCINA
COMPOSTING FACIIJTY
CARLSBAD, CALIFORNIA APPROVING THE srm
WHEREAS, the City of Carlsbad seeks innovative and progressive
approaches to solid waste management; and
WHEREAS, a local sludge cornposting option will provide a long-term
disposal solution for sludge generated in Carlsbad; and
WHEREAS, a local sludge cornposting option is consistent with the City's
Source Reduction and Recycling Element, and the goals of the North County Solid Waste
Management Joint Powers Agency; and
WHEREAS, the Encina Wastewater Authority has submitted to the San
Diego County Board of Supervisors a proposal to construct and operate a sludge
composting facility;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Carlsbad as follows:
1. The above recitations are true and correct.
2. The site identification and description of the Encina Cornposting
facility is hereby approved.

PASSED, APPROVED AND ADOPTED by the City Council of the City of
Carlsbad at its regular meeting held on the 1st day of SEPTEMBER , 1992, by
the following vote, to wit:
AYES: Council Members Lewis, Larson, Stanton, Nygaard
NOES: None
ABSENT: Council Member Kulchin uu f 1/ CLAUDE /& A. LEWIS, Mayor
