HomeMy WebLinkAbout1993-03-17; City Council; Resolution 93-56, I/ 0 0 z 1 2 RESOLUTION NO. 93 - 5 6 A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIL AUTHORIZING STAFF TO IMPLEMENT THE ECONOMI, DEVELOPMENT STRATEGY FOR THE FUTURE DEVELOPMENT 0 CARLSBAD RANCH. 3 4 WHEREAS, the City Council has identified a number of strategic values whic 5 6 WHEREAS, these values include; Financial Stability, Quality of Life Concerr are important to the future success of Carlsbad; and and Top Quality Services; and 7 II WHEREAS, the City Council's five year vision of the community includes 8 employment to the residents of Carlsbad, economic vitality to the community, and tl 9 Carlsbad which has "a strong, diverse and healthy economy which providl necessary revenues to support top level City service"; and 10 WHEREAS, the 1993 City Council Goals and Objectives include provisio: 11 12 for achieving economic growth and stability for the community, through tl development and implementation of project specific Economic Developme Strategies; and 13 14 implement an Economic Development Strategy. 15 NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council 16 the City of Carlsbad, California, as follows: 17 1. That the above recitation are true and correct. WHEREAS, Carlsbad Ranch represents an opportunity to develop a1 18 19 20 21 22 23 24 25 26 2. That the City Council AUTHORIZES Staff to implement an econom development strategy for the future development of Carlsbad Ranc including: 0 Evaluation of the compatibility of the Carlsbad Ranch projt with existing City policies and fiscal objectives; 0 An analysis of the tangible and intangible, direct and indirt costs and benefits provided by the Carlsbad Ranch project, the community; 0 Evaluation of economic incentives which can be offered by t private sector, the City of Carlsbad, the State of California, a other agencies, in order to facilitate economic developme within the City of Carlsbad; and 27 -.. 28 i 4- 1 2 3 4 5 6 7 a e 0 0 Participation in a Community Involvement and Public Educatic Plan which informs the community about the proposed Carlsbi Ranch project, including: G.I.A., Pointe Resorts, Golf Cour! LEG0 Family Park, and BiotechL3iomedical uses; 0 Assignment of a Project Development Team, to insure timc processing of development applications, develop land use a1 infrastructure strategies, and to support the City’s goal attracting and retaining target industries.
