HomeMy WebLinkAbout1993-04-06; City Council; Resolution 93-76* ; I/ 1 2 3 4 5 6 0 a RESOLUTION NO. 9 3 - 7 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA DIRECTING STAFF TO PREPARE DOCUMENTS FOR THE ESTABLISHMENT OF THE RANCHO CARRILLO ASSESSMENT DISTRICT NO. 93-01. WHEREAS, the property owners within the Rancho Carrillo Master Plan have pe i 7 the City to form a 191 3 Act Assessment District to finance various public improvemer 8 WHEREAS, the property owners within the Rancho Carrillo Master Plan have rec 9 10 11 12 13 that the following improvements be funded through a 191 3 Act Assessment District: b Melrose Avenue from Palomar Airport Road southerly to the terminus near Alga Road. b Carrillo Way. b El Fuerte Street. b Portion of Palomar Airport Road along the frontage of the Carrillc Master Plan area. I 14 Committee; and l6 i reviewed and have been found to comply with Council Policy 33 by the City's PC 15 WHEREAS, the public facilities to be included within this assessment district, ha l7 I/ WHEREAS, in addition to the recommended facilities, the property owners hav l8 11 the City to consider the inclusion of costs related to the construction of the North L 19 11 1 Pump Station, Force Main and gravity sewerline in the assessment district; and 20 1' WHEREAS, the property owners have deposited $50,000 with the City to 21 22 23 24 preliminary costs related to the formation of this assessment district. NOW, THEREFORE, Be It RESOLVED by the City Council of the City of C California as follows: 25 i 1. That the above recitations are true and correct. 2. That the City Council authorizes staff to begin work on the formatia 26 27 Rancho Carrillo Assessment District No. 93-01. 28 3. That the City shall hire the following consultants to assist the staff in th /I LC. il 0 0 1 formation process: 2 3 a. NBS/Lowry - Assessment Engineer b. Brown, Diven and Hentschke - Bond Counsel 4 11 C. Kadie-Jensen, Johnson and Bodnar - Financial Advisor 5 6 7 4. That all preliminary costs related to the formation of this district shall bc by the property owners; however, those costs that are directly related to the constru( the facilities financed buy the assessment district a determined by the City Engineer, I reimbursed to the property owners by the assessment district. a 9 10 11 Assessment District No. 93-01. 5.
