HomeMy WebLinkAbout1993-04-06; City Council; Resolution 93-83, II e 0 II I. // RESOLUTION NO. 93-83 2 3 4 5 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE BEACH EROSION COMMITTEE MISSION STATEMENT, 1993 GOALS AND OBJECTIVES AND A POLICY ON OPPORTUNISTIC SAND WHEREAS, the City Council of the City of Carlsbad has reviewed and con 7 8 9 Statement on Opportunistic Sand; and presentation from the Beach Erosion Committee recommending the adoption of i Statement with 1993 Committee Goals and Objectives and the adoption of a Cour 10 WHEREAS, the City Council of the City of Carlsbad, California concurs 11 recommendation of the Beach Erosion Committee; 12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 13 California, as follows: // 14 15 16 17 18 19 20 21 22 23 24 1, That the above recitations are true and correct. 2. That the City Council hereby approves the 1993 Beach Erosion Committc Statement and Goals and Objectives as shown in Attachment 1, attached hereto and m hereof. 3. That the City Council hereby approves the following policy statement on Opl Sand: As a result of real estate development, highway and road building a other construction activities, surplus sand suitable for placement beaches is available from time to time at minimal or no cost. It shall the City’s policy to develop a program in cooperation with SANDAG actively pursue opportunities to obtain suitable sand of this type 1 placement on Carlsbad’s beaches for purposes of erosion control a recreational activities. 25 ’ 26 27 28 4. That the City Council hereby approves the Action Plan for Opportunistic Sz in Attachment 2, attached hereto and made a part hereof. Ill 4 1 0 e 1 5. RAUfENKRANZ, City Clerk (SEAL) 15 16 17 18 19 20 21 22 23 24 25 26 27 28 -1 0 0 ATTACHMENT 1 BEACH EROSION COMMITTEE MISSION STATEMENT AND 1993 GOALS & OBJECTIVES MISSION STATEMENT: It shall be the Mission of the City of Carlsbad Beach Erosion Committee to advise the Cik Council and City Manager on matters related to the protection and enhancement of thc Carlsbad shoreline and to study the best means to maintain beaches for the optimun enjoyment of the public. GOAL 1 Develop programs to insure continuous beach nourishment to maintain sand on thl beach to provide for shoreline protection and recreational enjoyment. OBJECTIVES + Implement Opportunistic Sand Action Plan to provide permitted site suitable for storage and placement of sand materials which may becorn available to the City at minimal or no cost. + Monitor annual SDG&E program to dredge the Aqua Hedionda Lagoo and make recommendations as to placement of the dredge materia consistent with the approved Special Use Permits. + Develop an action plan to study the potential for a Beach Bermin program. + Develop action plan to explore offshore sand mining to provide for beac nourishment. GOAL 2 Evaluate potential programs to provide funding for beach nourishment an shoreline protection projects. OBJECTIVES + Evaluate annual beach monitoring programs to insure the most co effective approach to maintain a required database. + Coordinate with U.S. Army Corp of Engineers in the development of ii reconnaissance study to optimize opportunities to obtain State ar Federal funding of beach nourishment and shoreline protection activitie + Prepare report evaluation potential funding alternatives to provide f beach nourishment and shoreline protection programs. 0 i 0 Beach Erosion Committee Mission Statement and 1993 Goals & Objectives Page 2 GOAL 3 Maintain on-going liaison and study efforts to stay current on all relevant activities related to shoreline erosion and beach nourishment activities. OBJECTIVES + Monitor activities of the San Diego Association of Governments + Monitor activities of the Regional Beach Committee. + Monitor Oceanside Sand Bypass Program. + Monitor Batiquitos Lagoon Enhancement Program. + Monitor Annual City and SANDAG Beach Monitoring programs. + Monitor Southern California Edison Companies; San Onofre Mitigatiol + Monitor State and Federal Legislation related to funding of shorelinc (SANDAG) Shoreline Erosion Committee. and Artificial Kelp Reef Project. protection and beach nourishment programs. 0 0 1 ATTACHMENT 5 ACTION PIAN OPPORTUNISTIC SAND A. Establishment of Council Policy in support of SANDAG efforts to establish streamline( permitting process and secure opportunistic sand. 1, Beach Erosion Committee, with staff assistance, prepares, approves and forward! to Council a recommendation for their consideration; together, with a draft of i proposed letter from Council to SANDAG supporting policy for obtainin! opportunistic sand and stressing Carlsbad's priority need for sand, and request fc SANDAG's assistance in locating sources. A review of materials used by Encinita should be made in connection with the preparation of required documentation. B. Determine preliminary potential storage locations for opportunistic sand within Carlsbac C. Develop information related to potential locations relative to: 1. Ownership including easements, rights-of-way and applicable CC&R's, if any. 2. Access and routing to site. 3. Access and routing to potential delivery points. 4. Preliminary estimate of potential for obtaining ownership, license, or other mean for access, storage and distribution. D. On priority site($ selected on completion of "C": 1. Obtain preliminary title report and make detailed evaluation of items referred to i "C" (1 through 3). 2. Develop approach to obtain necessary property rights for access, storage an distribution, as well as estimated cost. 3. Determine required permits and estimated cost. 4. Request authority to make preliminary contact with holder(s) of property righ involved and permitting authorities. E. Develop procedures for identifying sources of opportunistic sand: 1. Standards for useable sand: a. SANDAG b. Coastal Commission C. City d. State Parks e. Fish and Game f. Environmental and health authorities: Federal, State, and City. g. Procedures for eliminating foreign material, i.e., brush, concrete, etc. *. e e I 2. Develop identification procedure for sources of sand located within Ci jurisdiction, including: a. Establishing a checking and coordination system within City Department i.e., Planning, Engineering, and Building; whereby permit applications u be reviewed for sand acquisition opportunities when processed, ar information furnished to a specific person with responsibility fl coordinating efforts to acquire sand. b. Coordinate procedures with SANDAG, Corps of Engineers, and others. 3. Develop identification procedure for sources of sand outside City jurisdictic through coordination with SANDAG, Corps of Engineers, CALTRANS, and near1 inland communities. F. Develop potential methods, including funding, for acquiring of opportunistic sand f consideration of Council: 1. Within City jurisdiction: a. Tax offsets. b. Permit requirement cost offsets, i.e., density benefit, etc. c. Request City Attorney to consider whether by regulation means City Ci require sand that is to be removed from building sites to be delivered City where owner suffers no economic loss. 2. Outside City jurisdiction: G. Develop Sand Placement Program 1. Policy and procedure for determining quantity and location of placement of sal from specific storage area, and the best time for placement at each locatic considering beach conditions, danger to property, weather and operating cos 2. Types, source and estimated operating cost of equipment to be used at ea location including required City supervision and cost with provision for removil foreign materials if needed after delivery. Specifically consider what portion work could be undertaken with existing City equipment and personnel. H. Periodic review and revisions of plan as information is developed. 2
