RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA
SUPPORTING AB 713 (GOLDSMITH)
5 // WHEREAS, Assemblyman Goldsmith has introduced AB 713 which wo

Federally approved and funded 1-15 High-Occupancy Vehicle (HOV) Tra~ 7
enable the San Diego Association of Governments (SANDAG) to undertakl
8 Development and Congestion Pricing Demonstration Project; and

13 WHEREAS, the 1-15 corridor lacks adequate transit service and there ;
14 currently no funds available for additional service; and
15 WHEREAS, the revenues available for, and generated by, the demonstrat:
WHEREAS, the project would raise funds for increased HOV Facilities i
transit alternatives in the 1-15 corridor by pricing the use of excess capacity on
1-15 HOV by single-occupant vehicles; and
I.6 11 project will be used specifically to support the development of a light rail equivall

transit system along the 1-15 corridor, and benefit lower income communities a
transit dependent individuals; and 19

WHEREAS, the demonstration project is designed to demonstrate t

improve the region's air quality and reduce traffic congestion; and 22
feasibility of low and high technology congestion pricing mechanisms, and
WHEREAS, in order to conduct the demonstration project, it is necessary
authorize the use of high-occupancy vehicle lanes by single-occupancy vehicles, i
