I1 e e t 1 2 3 4 RESOLUTION NO. 93-181 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, EXTENDING THE TERM OF THE OPEN SPACE ADVISORY COMMITTEE FOR THE PERIOD OF ONE YEAR. The term of the Open Space Advisory Committc extended for the period of one year from the date of enactme] this resolution. At anytime before the end of the one- period, the City Council may extend the tenure of the committl it decides that implementation of the recommendations of original Citizens Committee for Open Space has not been comp: /I 0 0 t II or that there is a need for continuous monitoring of open s policies and their implementation. The committee shall meet regularly as often e 21 is deemed necessary for the transaction of business. Its meel 22 shall be open to the public. The purpose of the Open Space Advisory Committc to advise the City Council, the Planning Commission, the Parks Recreation Commission, other commissions, boards and committec deemed necessary, and the city staff on the implementation of recommendations of the Open Space and Conservation Resc Management Plan accepted by the City Council on September 1, I 3. The Open Space Advisory Committee shall consis nine members appointed by the Mayor with the consent of Council. Two members shall be appointed from the Plar Commission and two members shall be appointed from the Parks Recreation Commission, and five members from the commur Vacancies shall be filled in the same manner. The committee shall act in an advisory roll 2 3 4 fulfilling the following responsibilities: Preparing advi recommendations on all plans, programs, standards and poli which are proposed to implement the recommendations of the 5 6 Space and Conservation Resource Management Plan; recommen extent of citywide trail use by equestrians; reviewing '7 l/commenting on the City's Habitat Management Plan compliance 8 9 Open Space and Conservation Resource Management Plan standa policies and guidelines: providing community representation tc 10 11 12 13 Planning Commission and City Council on open space protect preparing an annual monitoring/status report on open s protection; and the implementation of any new or refined space policies. 14 11 7. Nothing in this resolution shall be construe 1511restricting or curtailing any of the powers of the City Cour 16/lthe Planning Commission, the Parks and Recreation Commissior l7 Ila delegation to the Open Space Advisory Committee of any of l8 19 authority or discretionary powers vested and imposed by law ix I above bodies.
